Print Bid Title: REQUEST FOR PROPOSALS FOR PURCHASE AND DEVELOPMENT OF CITY OWNED PARCEL IN DOWNTOWN MONTPELIER Category: Planning Status: Closed Bid Recipient: Joshua Jerome Description: REQUEST FOR PROPOSALS FOR PURCHASE AND DEVELOPMENT OF CITY OWNED PARCEL IN DOWNTOWN MONTPELIER Overview The City of Montpelier is soliciting proposals from qualified individuals, firms, partnerships, and corporations for the purchase and development of a City owned parcel located in downtown Montpelier. The City owned parcel is located at 12-16 Main Street and is currently vacant land that was previously the site of a beverage and redemption center. The purpose of this RFP is to identify a developer with the interest, resources, and experience to purchase and develop the property into a desirable addition to downtown Montpelier. The Designated Downtown District and surrounding mixed use districts provides a vibrant core to the City’s downtown and are popular tourism drivers. The City is amenable to entering into a development agreement with a qualified developer and may consider certain financial inducements in exchange for achieving mutually beneficial development outcomes. Background Information The City acquired several lots in 2018 which helped to construct the pedestrian path and municipal parking. The subject parcel was home to a one-story beverage and redemption center, and gas station decades ago. The parcel was initially enrolled in the VT DEC Brownfields Reuse and Environmental Liability Limitation Act (BRELLA) program in 2015 and a Phase I ESA completed in 2017. The City acquired the parcel in 2018 and subsequently demolished the existing structure. While demolishing the site building, the City’s contractor discovered five previously unidentified underground storage tanks and all were removed by April 2019. A Phase II ESA was completed in 2019 which identified several contaminants of concern in soil and groundwater. A Corrective Action Plan was developed by Weston and Sampson and approved by VT DEC in 2020. The City created the subject parcel through a lot line adjustment that was completed in the beginning of 2024. Proposers may submit mixed-use, residential, and commercial development projects. Proposals from developers who have demonstrated experience in similar developments working in historic downtowns core will be given preferential treatment. The proposal must include the following: Cover letter introducing the overall vision for the parcel, including why the proposal is right for Main Street Montpelier and identify primary point of contact; • Identification of consultants, if any, that may participate in the design and construction of the parcel; • Identification of any prior or concurrent projects of the respondent of similar size and scale to the proposal; • Identification of all funding incentives you may wish to pursue i.e. tax stabilization, CDBG grants, etc., and • Development concept for the parcel, including narrative description of concept, site plans (if available), and development timeline. This agreement will incorporate the provisions of the developer’s accepted proposal and will detail how the developer will develop, construct, and operate the project, including reconveyance rights.
