Print Bid Number: #2019-22 and #2018-22B Bid Title: Sanborn Blvd Utility and Street Improvements Phase II & III and Sanborn Bridge Category: Public Works Status: Closed Additional Status Information: Sanborn Street Phase II & III and Sanborn Bridge Project Description: SECTION 00020 INVITATION TO BID The City Council of Mitchell, South Dakota, will receive sealed bids for their Sanborn Boulevard Utility and Street Improvements Phases II and III and BRF 3710(00)18-1, PCN 06V8 Sanborn Boulevard, City of Mitchell Structure Rehabilitation (Bridge Project) until 1:30 PM, January 17, 2019, at the office of the Finance Officer, in the City Hall located at 612 North Main Street, Mitchell, South Dakota. Received sealed bids will be publicly opened and read aloud at the above place and time. A pre-bid conference will be held at City Hall located at 612 North Main Street, Mitchell, South Dakota, at 1:30 PM (local time), January 10, 2019. Attendance at the conference is encouraged but not mandatory. Bids are invited upon the items and approximate quantities of work as follows: Bid Schedule A (Sanborn Boulevard Utility and Street Improvements Phase II) Approximately 17,000 square yards of concrete surfacing removal, 5,925 linear feet of concrete curb and gutter removal, 2,750 square yards of sidewalk removal, 10,400 cubic yards of unclassified excavation, 1,650 linear feet of eight-inch water main, 510 linear feet of six-inch water main, 16 water service lines, 1,500 linear feet of eight-inch sewer main, 450 linear feet of 10-inch sewer main, 8 sanitary sewer manholes, 37 sanitary sewer services, 16 2’x3’ Type B inlets, five 48-inch storm sewer manholes, five 48”x48” manhole tees, two 42”x48” manhole tees 790 linear feet of 42-inch storm sewer pipe, 2,400 linear feet of 48-inch storm sewer pipe, 131 linear feet of 48-inch steel pipe bored in place, 135 linear feet FRMP storm sewer pipe, 975 tons of asphalt surfacing, 17,100 square yards of 9” concrete surfacing, 1,450 square yards of concrete approach pavement, 26,300 square feet of concrete sidewalk, 4,550 linear feet of 9” concrete curb and gutter, 875 linear feet of 6” concrete curb and gutter and all related appurtenances to the aforementioned work. All work is to be completed in 2019. Bid Schedule B (Sanborn Boulevard Utility and Street Improvements Phase III) Approximately 14,450 square yards of concrete surfacing removal, 5,000 linear feet of concrete curb and gutter removal, 2,480 square yards of sidewalk removal, 7,650 cubic yards of unclassified excavation, 1,025 linear feet of six-inch water main, 110 linear feet of 14-inch water main, 1,300 linear feet of eight-inch sewer main, 6 sanitary sewer manholes, 13 sanitary sewer services, 22 2’x3’ Type B inlets, three 4’x6’ Type B inlets, four 6’ Type S inlets, seven 60” storm sewer manholes, six 72” storm sewer manholes, two 4’x6’ storm sewer junction box, 1,570 linear feet of 36-inch RCP, 380 linear feet of 42-inch RCP, 200 tons of asphalt surfacing, 15,625 square yards of 9” concrete surfacing, 1,100 square yards of concrete approach pavement, 23,500 square feet of concrete sidewalk, 4,600 linear feet of 9” concrete curb and gutter, 125 linear feet of 6” concrete curb and gutter and all related appurtenances to the aforementioned work. All work is to be completed in 2020. BRF 3710(00)18-1, PCN 06V8 Sanborn Boulevard City of Mitchell Structure Rehabilitation Str. 18-149-095 (Bridge Project) Approximately 323 square yards of concrete bridge approach slab (including sleeper slab risers) removal and replacement, removal and replacement of 798 feet of bridge railing on concrete barrier, removal and replacement of 199 feet of chain link fence for bridge sidewalk, removal of 231.2 square yards of asphalt and concrete approach pavement, 231.1 square yards of 9” miscellaneous PCC Pavement removal and replacement of 791 square feet of concrete sidewalk, removal and replacement of 198 feet concrete barrier, installation of 222.7 feet of membrane sealant expansion joint, bridge repainting of exterior rail posts, 1891 square feet of special surface finish, 1149.8 square yards of two coat bridge deck polymer chip seal, bridge deck grinding, and abrasive blasting of bridge deck, expansion joints for concrete barrier and concrete sidewalk and all related appurtenances to the aforementioned work. All work to be completed in 2019. The approximate quantities mentioned above are subject to increase or decrease. It will be agreed by bidders that all quantities of work will be performed in accordance with the provisions of the plans and specifications and at the unit price bid. Bidders agree to furnish all labor, material, and equipment necessary to complete all the work as shown in the plans and specifications. The complete set of Contract Documents, including drawings and specifications, is on file with the Finance Officer, Mitchell, South Dakota and/or at the office of Schmucker, Paul, Nohr and Associates, 2100 North Sanborn Blvd, Mitchell, South Dakota 57301 or Brosz Engineering, 603 N. Lafayette Street, Parkston, SD. A paper copy of the contract documents and plans can be ordered with a non-refundable payment of $50 plus applicable sales taxes. The contract documents and plans will also be made available at the SPN web site www.spn-assoc.com with a non-refundable payment of $20. Upon request, one copy of the contract documents and plans will be furnished at no charge as required by SDCL 5-18B-1 to each contractor who is a South Dakota resident and who intends to bid the proje ct. The Bidder must submit a bid for Bid Schedule A (Sanborn Blvd Phase II), Bid Schedule B (Sanborn Blvd. Phase III) and project BRF 3710(00)18-1, PCN 06V8 Sanborn Boulevard, City of Mitchell Structure Rehabilitation (Bridge Project). Bids will be awarded for either Bid Schedule A (Sanborn Blvd. Phase II) and project BRF 3710(00)18-1, PCN 06V8 Sanborn Boulevard, City of Mitchell Structure Rehabilitation (Bridge Pojrect), or Bid Schedule A (Sanborn Blvd Phase II), Bid Schedule B (Sanborn Blvd Phase III) and project BRF 3710(00)18-1, PCN 06V8 Sanborn Boulevard, City of Mitchell Structure Rehabilitation (Bridge Project). The bid will be awarded to one Bidder. One contract will be administered for the awarded bid schedule(s) for the Sanborn Boulevard Utility and Street Improvement project. One contract will be administered for the BRF 3710(00)18-1, PCN 06V8 Sanborn Boulevard, City of Mitchell Structure Rehabilitation (Bridge Project). Each bid must be accompanied by a certified check or bank draft payable to the order of the City of Mitchell, South Dakota, in an amount equal to five percent (5%) of the total bid. A bid bond in an amount equal to ten percent (10%) of the total bid will be accepted in lieu of a certified check or bank draft. Surety for bid bond must be authorized to do business in the State of South Dakota. Pursuant to State Law, a copy of the bidder’s sales and use tax license and a copy of the bidder’s excise tax license as issued by the State of South Dakota must accompany the bid. In lieu of a copy of the license, the bidder shall submit appropriate evidence that the bidder and all affiliates have the appropriate licenses. Bids may be held by the City Council of Mitchell, South Dakota, for a period of not more than thirty (30) days from the date of opening of bids for the purpose of reviewing the bids, investigating the qualifications of the bidders and completing financial arrangements prior to awarding the Work. The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding and make awards to the Owner’s best interest. Project Specific Requirements for Bid Schedule A (Sanborn Boulevard Utility and Street Improvements Phase II) and Bid Schedule B (Sanborn Boulevard Utility and Street Improvements Phase III) Bidders are advised that any contracts awarded on this project will be partially funded by the South Dakota State Revolving Fund (SRF) Loan and the City of Mitchell. All requirements for construction projects of the above-listed agencies will be required of all contractors and/or subcontractors performing work on this project. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Invitation to Bid or any resulting contract. This procurement will be subject to EPA regulations contained in 40 CFR 35.936, 35.938 and 35.939. Bidders on this work will be required to comply with Title 40 CFR 33 and Executive Order 12138. The goal for Minority-Owned Business Enterprise (MBE) on this project is one percent (1%) and the goal for Woman-Owned Business Enterprise (WBE) on this project is four percent (4%). The goals and other requirements for bidders and contractors under this regulation which concerns utilization of disadvantaged/minority business enterprises are explained in the Contract Documents. NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION TO ENSURE EQUAL EMPLOYMENT OPPORTUNITY (EXECUTIVE ORDER 11246) Compliance with the American Iron and Steel provision of the Consolidated Appropriations Act of 2014 is required. A certification form is included with the bidding documents and must be included with the bid. Note that waivers or exemptions from the Buy American provision which refer to International Trade Agreements do not comply with the Consolidated Appropriations Act of 2014 for SRF programs.
