Print Bid Title: DOWNTOWN PARKING LOTS Category: Bid Opportunities Status: Open Description: NOTICE TO BIDDERS DOWNTOWN PARKING LOTS FREMONT, NEBRASKA Sealed bids will be received at the office of the City Clerk in the City Building, 400 East Military Avenue, Fremont, Nebraska, until 2:00 p.m., April 2, 2026, and be publicly opened and read in the Council Chambers at that time for all tools, labor and materials necessary to complete the work required for Downtown Parking Lots , as per the Plans and Specifications prepared by the Engineering Department and on file with the City Clerk. ESTIMATE OF QUANTITIES 3850 SY of remove and replace parking lot pavement along with connecting alley and other associated work. Project will reconstruct parking lots using Portland cement concrete, adjusting manholes and valves, rebuilding inlets, sodding and erosion control. TOTAL ESTIMATED COST............$495,000.00 Contractors that are qualified to bid must obtain the Plans, Specifications and Contract Documents from the City Engineer’s office, 3 rd. Floor, 400 East Military Avenue, Fremont, NE. A non-refundable deposit of $40.00 will be charged for each hard copy set of Plans and Specifications. Digital copies may be obtained, free of charge, by emailing the office of the Civil Engineer at . Each bid shall be accompanied by a Bid Bond, Cashier’s Check or Certified Check, the amount of which is not less than Five Percent (5%) of the bid price of all work bid, and which shall guarantee good faith on the part of the bidder. The awarded Contractor shall provide contracts, bonds, and insurance within thirty (30) days of notice of bid award for submittal to the City of Fremont City Council. Bids shall be considered valid for sixty (60) days after the date of the bid opening. The bid shall be sealed and addressed to the City Clerk, Fremont, Nebraska, and labeled on the outside, “ Downtown Parking Lots ". All construction should be done by a qualified or licensed contractor in the appropriate trade. Any bids received from contractors who are not so qualified will be returned unopened. The contractor will be required to furnish Performance, Payment, and Maintenance Bonds in a sum equal to One Hundred Percent (100%) of the contract price for a period of one (1) year past the completion of the project. Any proposal received which is not accompanied by a Bid Security will not be considered. The Bid Security of the successful bidder will be returned when the contracts have been signed, filed with, and approved by the City Council. The Bid Security of the unsuccessful bidders will be returned when their bids are rejected. The City of Fremont hereby reserves the right to accept that bid which in its judgment will produce the best job of workmanship and material, whether or not it is the lowest bid; and reserves the right to reject any or all bids and to waive any or all informalities of any proposal. The successful bidder will be required to submit an acceptable Affirmative Action Statement and Program to the office of the Mayor within ten (10) days after the contract has been approved by the Fremont City Council. Failure to submit an acceptable Affirmative Action Statement and Program within the time allotted may result in the forfeiture of the bidder’s bond. Before the Final Payment may be made on the final three percent (3%) of the Contract, the contractor shall furnish a written clearance from the Commissioner of Labor of the State of Nebraska, certifying that all payments then due of contributions or interest which may have arisen under the contract have been made by the contractor or his subcontractors to the Unemployment Compensation Fund. All work shall conform to the Nebraska Department of Transportation (NDOT) Standard Specifications for Public Works Construction, latest edition. All removed pavement shall be repaired and open to traffic within no more than 10 calendar days. The successful bidder shall coordinate and cooperate in all respects with the project engineer in scheduling contractor’s work. Failure to submit a bid complying with the schedule set forth herein or proposing another time to commence other than what is required under these bid documents, may be deemed a nonconforming bid and may be rejected by the City in the City’s sole discretion. The contractor shall commence work soon as practical after execution of the contract. The requested project start will be negotiated with the contractor. Work must begin in 2026 and the contractor shall make all efforts to complete construction prior to June 19, 2026. Liquidated Damages of five hundred per calendar day will be assessed after the time for completion has expired based upon total allowable working days. Under no circumstances shall the work be completed after June 19, 2026.
