Print Bid Title: Rail Access Business Park Category: Request For Proposals (RFP's) Status: Closed Description: REQUEST FOR PROPOSAL Research, planning and design services for the creation of a site development conceptual plan for the City of Evanston, WY for a 300-1,000 (+) acre rail access, business park within and around Evanston, Wyoming in Uinta County. (NOTE: The rail site can enter into a surrounding Wyoming county, but the greater portion of it must be within the Uinta County border. The rail site cannot enter into a neighboring state.) Background The intent of this RFP is to have the firms under consideration specifically address the services required and provide a well-considered business and cost proposal for those services. Scope of Work The City is looking for an approach where the engineering/architectural/railroad consultant firm will provide the following (not listed in order of preference): Identify an area within Uinta County, WY which could contain a rail access business park. The area requirements are: 300-1,000 acres (See NOTE above); access to the Union Pacific Railroad (UPRR); correct elevation for spurs/sidings or easily designed to required elevations; room for multiple tenants and follows all requirements, specifications, and guidelines of UPRR and the U.S. Dept. of Transportation. Identified area(s) must be in compliance with all UPRR and Federal Railroad Administration/Dept. of Transportation regulations and laws. Conceptual design plans for a rail access business park site for the identified area(s). Cost estimates for the purchase of property/properties, rail spur installation and/or expansion, the sizes and dimensions of the various lots and any other outlays necessary to construct a fully functional rail park, including all of the utility (sewer, water, electrical, etc.) extensions and/or installations. Cost estimates will also include the operation expenditures (annually) for the project. Identify and provide contact information for all land owners within and surrounding the potential rail access business park site(s). Identify potential customers and types of buildings for the rail business park and contain a diverse mix of parcels to accommodate most potential tenants. Design of a rail business park entrance sign and investigate sign locations. Investigate and report any (federal, state, local, etc.) regulations regarding potential obstructions (environmental, geotechnical, etc.) to constructing a rail access business park at the chosen site(s). An estimated time of completion for the above plans. If no suitable site with the required dimensions is identified or available in the designated area criteria, the consulting firm will cease any further work on the plan and notify the City of such an occurrence immediately. As this proposal requires professional planning, designing and engineering, please answer the following items below: Provide a General Statement of Qualification that responds to the project background information given above. Please include any past experiences, proposed scenarios or any other pertinent information deemed necessary to successfully complete this project and achieve the City’s goal. Personnel List the profession and support positions and number of personnel in each position. Provide an organizational chart, including resumes of all personnel who would be committed to this project. Provide specific information as to their experience on projects similar to this one. Provide references for master planning, particularly for business rail parks, which your firm has completed or are in progress in the last five years. For the last five planning projects, provide the following: Name of project Client contact Owner’s total initial budget Fees Total fee for the above scope of work. Submit a schedule of hourly rates by employee classification, including terms and rates of overtime for additional work if requested. Timeline: Project completion date is set for October 31, 2015 . Three (3 hard copy) RFPs shall be submitted to Evanston’s City Hall, 1200 Main Street, Evanston, WY, 82930, no later than December 10, 2014 , at 5 p.m. with one (1) digital copy (in PDF format) sent via email to . Responding firms/consultants understand and agree that the City of Evanston shall have no financial responsibility for costs incurred by the firm or consultant in responding to this RFP and shall not be liable for any costs attributed to studies, investigations or preparation of any required items of information described in the RFP. The City reserves the right to reject all responses to the RFP or to enter into a profession services contract or agreement with a selected proposer. Submittals that do not contain the required number of copies and all the information requested in the RFP may be considered as non-responsive and rejected without evaluation.
