Description

This Request for Information (RFI) is issued solely for targeted market research purposes and does not constitute a formal solicitation or obligation on the part of TSA to issue a contract.  Should a solicitation be issued, TSA intends to use the new FAR Part 8.4 procedures for Ordering under the Federal Supply Schedule, which follow the ordering procedures established by GSA in GSAM/R Subpart 538.71. This RFI invites potential offerors to submit a response to assist TSA in conducting market research in accordance with FAR Part 10.  Please note, TSA may use the results of this RFI to help determine which vendors are capable of meeting the need and may receive a copy of the solicitation in accordance the procedures at GSAM/R Subpart 538.7103-3(a)(2).  The government reserves the right, but is not required, to send the solicitation to additional potential offerors that do not respond to this RFI. Respondents are solely responsible for all expenses associated with responding to this market research request. 

At a summary level, the TSA has interest in and is seeking information regarding the capability of firms who can provide services to acquire robust and scalable IT support services for TSA. These services will advance TSA IT's strategic mission goals to modernize IT operations, enhance service delivery, and strengthen the agency’s ability to meet evolving challenges.  The award will enable TSA to leverage innovative technologies, improve decision-making through data analytics, and enhance customer experience.

Project Title: Trusted Operations, Maintenance, Cybersecurity, Assurance, and Technology (TOMCAT)

NOTE – Notice is related to a prior Notice (70T03026_VRR_TOMCAT)

The purpose of this notice is to:

  1. Provide the attached Draft Statement of Objectives (SOO) to industry, to question and comment. 
  2. In addition to the Draft SOO, Vendors are encouraged to answer, specific questions using the MS Forms (under Links).  

Respondents should not include proprietary, classified, confidential, or sensitive information in their responses unless appropriately marked. The Government reserves the right to use any non-proprietary technical information received in response to this Notice in any resultant solicitation(s). Do Not Submit any Proposals / Offers / Quotes / Capability Statements in response to this Notice.  If a formal solicitation is released, its contents may differ from the information contained in this announcement. 

The TSA anticipates issuing a Delivery/Task Order under GSA Federal Supply Schedule (FSS) Information Technology Category Schedule for a period of up to five years to satisfy TSA’s TOMCAT requirements.

TSA's Contracting Officer has determined that this effort may result in actual or potential conflicts of interest with other TSA procurements. Final determinations will be disclosed as they are made.

TSA issued a separate notice (70T0326_VRR_TOMCAT) under the referenced pre-solicitation notice regarding access to the TSA Virtual Reading Room (VRR). The VRR will contain documents pertinent to the solicitation, including Sensitive Security Information (SSI). Access will be restricted to TSA-approved vendors and individuals. The notice outlined VRR access rules.   Note to industry, TSA is still reviewing requests submitted for access to the VRR, interested parties will be notified of approval/denial of access as soon as possible.

Industry is encouraged to monitor the website for updates, draft documents, and program information. Note - Solicitation documents will no longer be mailed. Interested parties: 

  • To comment on the Draft SOO, use the Question / Comment MS Excel spreadsheet.   
  • Vendors are encouraged to answer specific questions outlined in the MS Forms Apps under Links (RFI TOMCAT Questions).   Desire Reponses, for each Question, shall be approximately 300 words.
