Print Bid Title: CITY PARKING LOT AT FREMONT MEMORIAL COMPLEX Category: Bid Opportunities Status: Closed Description: CITY PARKING LOT AT FREMONT MEMORIAL COMPLEX FREMONT, NEBRASKA Sealed bids will be received at the office of the City Clerk in the City Building, 400 East Military Avenue, Fremont, Nebraska, until 2:00 p.m., July 13, 2017, and be publicly opened and read in the Council Chambers at that time for all tools, labor and materials necessary to complete the work required for City Parking Lot at Fremont Memorial Complex, as per the Plans and Specifications prepared by Warner Nease Bost Architects, Inc. and on file with the City Clerk. Contractors to be qualified to bid must obtain the Plans, Specifications and Contract Documents from the City Engineer's office, 3rd Floor, 400 East Military Avenue, Fremont, NE. A non- refundable deposit of $40.00 will be charged for each hard copy set of Plans and Specifications. Digital copies may be obtained, free of charge, by emailing the office of the Construction Manager at . Each bid shall be accompanied by a Bid Bond, Cashier's Check or Certified Check, the amount of which is not less than Five Percent (5%) of the bid price of all work bid, and which shall guarantee good faith on the part of the bidder; and the entering into contract within ten ( 10) days after awarding of the bid. Bids shall be considered valid for sixty (60) days after the date of the bid opening. The bid shall be sealed and addressed to the City Clerk, Fremont, Nebraska, and labeled on the outside, "CITY PARKING LOT AT FREMONT MEMORIAL COMPLEX". Any bids received from contractors not so qualified will be returned unopened. The Contractor will be required to furnish Performance, Payment and Maintenance Bonds in a sum equal to One Hundred Percent (100%) of the Contract price for a period of one (1) year past the completion of the Project. Any proposal received which is not accompanied by a Bid Security will not be considered. The Bid Security of the successful bidder will be returned when the contracts have been signed, filed with and approved by the City. The Bid Security of the unsuccessful bidders will be returned when their bids are rejected. The City of Fremont hereby reserves the right to accept that bid which in its judgment will produce the best job of workmanship and material, whether or not it is the lowest bid; and reserves the right to reject any or all bids and to waive any or all informalities of any proposal. The successful bidder will be required to submit an acceptable Affirmative Action Statement and Program to the office of the Mayor within ten ( 10) days after the bid has been awarded by the Fremont City Council. Failure to submit an acceptable Affirmative Action Statement and Program within the time allotted may result in the forfeiture of the bidder's bond. Before the Final Payment may be made on the Final Three Percent (3%) of the Contract, the contractor shall furnish a written clearance from the Commissioner of Labor of the State of Nebraska, certifying that all payments then due of contributions or interest which may have arisen under the contract have been made by the contractor or his subcontractors to the Unemployment Compensation Fund. All work shall conform to the NDOR Standard Specifications for Public Works Construction, latest edition. The Contractor shall commence work as soon as practical after execution of the Contract and achieve Substantial Completion on the parking lot south of the Ice Arena no later than August 31, 2017, and Final Completion no later than September 13, 2017. Liquidated Damages of Two Hundred and Fifty Dollars ($250.00) per calendar day will be assessed after the time for substantial completion has expired. Under no circumstances shall that portion of the work be completed later than September 13, 2017. After September 13, 2017, liquidated damages will increase to Five Hundred Dollars ($500.00) per calendar day. Contractor shall achieve Substantial Completion on the parking lot south of the Aquatics Center no later than October 3, 2017, and Final Completion no later than October 16, 2017. Liquidated Damages of Two Hundred and Fifty Dollars ($250.00) per calendar day will be assessed after the time for substantial completion has expired. Under no circumstances shall the work be completed later than October 16, 2017. After October 16, 2017, liquidated damages will increase to Five Hundred Dollars ($500.00) per calendar day. A Pre-Bid Conference will be held on Thursday, July 6th at 11:00 AM at the Project Site. The scope of work will be reviewed at that time. All bidders are strongly encouraged to attend.
