Description
This Announcement for Proposal (AFP) solicits proposals from proposers (herein, “Proposer(s)”) for lease of the land parcels at NASA’s Neil A. Armstrong Test Facility (ATF) in Sandusky, Ohio, which are underutilized, non-excess and largely undeveloped parcels of access-controlled land that contribute to the buffer area required within ATF for ongoing NASA operations. This AFP includes the land parcels, the facilities included within as described below, and supporting infrastructure required for a successful Proposer/selected tenant (herein, “Tenant”) to perform operations onsite. The available land (“Land”) (Attachment A) consists of five (5) parcels (each a “Parcel” and together the “Parcels”) totaling approximately one thousand seven hundred and thirty-six (1,736) acres. NASA will accept Proposals for prospective leases for use of all or any part of the Land in accordance with available usage (Attachment A). Two Parcels (Parcels 2A, 1D) are located inside of the controlled access portion of the NASA GRC ATF Government-operated facility; all Land is located on NASA GRC ATF Government-owned property, which is designated as the “Fee Area.” The Parcels are in the north central, south, and east regions of the Fee Area, and the Tenant(s) will have access to their Property (defined below) through the Fee Area as further described in the model Enhanced Use Lease Agreement form attached hereto as Attachment B (herein, the “Model EULA”).
