Description

Please note that the Solicitation and bid forms currently list incorrect dates.The job showing will be held on 4/1/26 at 11am Pacific Time. The bid opening will be held 4/8/26 at 2pm Pacific Time. All documents will be updated shortly Bids will be received at the office of the Department of Parks and Recreation (DPR), located at 303 Big Trees Park Road, Felton, CA 95018, telephone (831) 335-6318, up to 2:00:00 PM Pacific Time, April 8, 2026, at which time and place they will be publicly opened and read for performing the work as follows: Furnish all labor, materials, tools and equipment necessary to: provide trash removal and demolition services for a former abalone farm located on State Parks property. Contractor will clear project area of material from demolished buildings, existing trash/rubbish, 3 boats/trailers, 1 recreational vehicle and pesticides and other chemicals. Hazardous materials on site are believed to be minimal but will be discussed in further detail at the mandatory job walk. DVBE Participation has been waived for this solicitation. The contractor agrees to complete all the work within one hundred twenty (120) calendar days from the date of written notice to commence work. This includes the ten (10) calendar days allowed for the Contractor to begin work. The contract term for this agreement is April 1, 2026 (or upon DGS-OLS approval whichever is later) through March 31, 2027, or one year from DGS-OLS approval, whichever is later. License(s) Required: HAZ - Hazardous Substance Removal Certificate, C-21 - Demolition Contractor Estimate: $400,000.00 (assuming minimal hazardous material) Q&A: Any question(s) concerning this bid solicitation after the job walk-through has been held must be submitted to g.g-miksicek@parks.ca.gov. Responses will be included as an Addendum to this solicitation. Questions will be accepted up to 4:00 PM, seven (7) days before the bid opening date. Note: A Letter of Bondability on Surety Company's letterhead stating the Contractor/Bidder has the bonding capacity available for this project is required. This letter must be included with bid submission. When contract is awarded, the Contractor will be required to submit Payment and Performance bonds to DPR within ten (10) calendar days. Bids Exceeding $250,000 shall have enclosed cash, cashier's check, certified check, or a bidder's bond, executed as surety by a corporation authorized to issue surety bonds in the State of California in an amount equal to at least 10% of amount of bid. It is the responsibility of the contractor to ensure that their bid/proposal arrives at the designated location before the specified due date and time. Prospective bidders may examine and obtain bid forms, specifications, and plans by calling or mailing a request to the office of the Department of Parks and Recreation, at the phone number or address listed above. No bid will be considered unless it is made on a standard bid form furnished by the Department of Parks and Recreation, and is made in accordance with the "Instructions to Bidders." Bids must be submitted for the entire work as described herein. The Department of Parks and Recreation reserves the right to waive any irregularity in a bid or to reject any or all bids. The apparent low bidder will be required to execute a contractual agreement in the form of a "Standard Agreement - Form 213" which shall be binding upon the State of California only upon approval by the State. Bond requirements for contracts exceeding $5,000 are stated in the General Conditions, DPR 483, Section 00700. In accordance with the provisions of Section 1770, 1773, and 1773.1 of the Labor Code, the Department has ascertained that the general prevailing rate of wages in the county in which the work is to be done be as listed by the Department of Industrial Relations. A copy of this listing is on file at the address listed above or at www.dir.ca.gov. Notice of Requirement for Nondiscrimination Program: Your attention is called to the "Nondiscrimination Clause" set forth or referred to herein, which is applicable to all nonexempt State construction contracts, and subcontracts, and to the "Standard California Nondiscrimination Construction Contract Specifications" set forth herein. (Refer to General Terms and Conditions at http://www.dgs.ca.gov/ols/Resources/StandardContractLanguage.aspx.) On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22 (the EO) regarding Economic Sanctions against Russia and Russian entities and individuals. "Economic Sanctions" refers to sanctions imposed by the U.S. government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. By submitting a bid or proposal, Contractor represents that it is not a target of Economic Sanctions. Should the State determine Contractor is a target of Economic Sanctions or is conducting prohibited transactions with sanctioned individuals or entities, that shall be grounds for rejection of the Contractor's bid/proposal any time prior to contract execution, or, if determined after contract execution, shall be grounds for termination by the State.
