Print Bid Title: Request For Proposal Water Main Repair Materials, Miscellaneous Water Distribution Materials, Fire H Category: City of West Fargo RFP Status: Closed Description: The West Fargo Public Works Department, within the City of West Fargo, is requesting Proposals for miscellaneous water, storm sewer, and sewer materials. Proposals will be received by the City of West Fargo Public Works Water and Sewer Departments for the purpose of evaluating costs. Upon completion of the evaluation by the selection committee an order may be placed. Sealed Propsals along with a Digital Copy on a flash drive, will be received by the West Fargo Public Works Building at 810 12th Ave NW, West Fargo, ND 58078, for the purpose of evaluating costs of water and sewer materials. Upon completion of the evaluation by the selection committee an order may be placed. Proposals will be received until 2:00 PM on February 2nd, 2024. CITY OF WEST FARGO RIGHTS The City reserves the right to cancel this RFP in writing or postpone the date and time for submitting Proposals at any time prior to the proposal due date. The City, by this RFP, does not promise to accept the lowest cost or any other proposal and specifically reserves the right to reject any or all quotes, to waive any formal quote requirements, to investigate the qualifications and experience of any Vendor, to reject any provisions in any proposal, to modify RFP contents, to obtain new quotes, to negotiate the requested services and contract terms with any Vendor, or to proceed to do the work otherwise. The City hereby notifies all Vendors that it will affirmatively insure that regarding any contract entered, pursuant to this request, minority business enterprises will be afforded full opportunity, and are encouraged to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The City reserves the right to accept or reject all proposals that are in the best interest of the City. All units are F.O.B., West Fargo Public Works. Preference may be given to Vendor who has a local dealer with a reasonable amount of parts inventory. Proposal Specifications 1.0 INTENT It is the intent of this specification to provide for the purchase of Water Main Repair Materials, Miscellaneous Water Distribution Materials, Fire Hydrants and Fire Hydrant Parts, and Miscellaneous Storm/Sewer Materials The City of West Fargo has evaluated different styles of Water and Sewer materials and has determined that this published specification is best suited for the City of West Fargo needs in terms of quality and features. This specification shall not be interpreted as restrictive but rather as a measure of quality and performance against which all other Materials will be compared. In comparing proposals, comparison will not be confined to price only. The successful vendor will be one whose product is judged as best serving the interests of the City Of West Fargo when price, product, quality and delivery are considered. The City of West Fargo also reserves the right to reject any or all proposals or any part thereof, and to waive any minor technicalities. A contract will be awarded to the vendor submitting the lowest responsible proposal meeting the requirement The quantity specified below is a previous (3) year average of materials used by the City of West Fargo. The specified yearly average is for comparing proposals only and is NOT a guaranteed purchase. 3.0 INTERPRETATIONS In order to be fair to all vendors, no oral interpretations will be given to any vendor, as to the meaning of the specification documents or any part thereof. Every request for such consideration shall be made in writing. Based on such inquiry, the City of West Fargo may choose to issue an addendum in accordance with local state laws. 4.0 GENERAL The specification herein states the minimum requirements of the City of West Fargo. All Proposals must be regular in every respect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. The City of West Fargo will consider as irregular or non-responsive any and all Proposals that are not prepared and submitted in accordance with the quote document and specification, or any quote lacking sufficient technical literature to enable the City of West Fargo to make a reasonable determination of compliance to the specification. It shall be the vendor's responsibility to carefully examine each item of the specification. Failure to offer a completed Proposal or failure to respond to each section of the technical specification (COMPLY: YES NO) will cause the quote to be rejected without review as non-responsive. All variances, exceptions and/or deviations shall be fully described in the appropriate section. Deceit in responding to the specification will be cause for rejection. Requirements of this RFP 1. Each bidder shall provide evidence of adherence to the specifications within this RFP. 2. Any items not specifically quoted or specified in this RFP, that are required in order to supply the materials requested, shall be considered incidental. Bidders shall provide lump sum pricing on the bid form. 3. The bidder shall note any deviations from the specifications on the enclosed bid form. 4. Each bidder shall provide a warranty period for the material provided on the enclosed bid form. 5. The material shall be completely inspected and serviced by the bidder prior to delivery. 6. The bidder shall be given an estimated date for delivery. Acceptance of Proposal The acceptance of the bid shall be based on the following criteria. 1. Cost 2.
