Print Bid Number: 211009 RFQ Winter Service Bid Title: October 2021 START Winter Service Request for Quote Category: Bid Opportunities Status: Closed Description: START intends to award a contract, for approximately 135 days (13 weeks) beginning November 27, 2021 and ending on April 10, 2022, to the responsive and responsible contractor deemed most qualified, whose response meets START’s requirements and offers the most favorable overall terms and conditions. It is the intent of these specifications, terms, and conditions to procure the most economical services possible with performance equivalent to, or higher than traditional START fixed route/shuttle services. START is looking for a qualified contractor to provide transit bus services between Teton Village, Wyoming the Teton Village Transit Center at Stilson, and the Town of Jackson, Wyoming. The successful contractor will provide shuttle service along one fixed route that will operate approximately 135 days commencing o432 n November 27, 2021 and ending on April 10, 2022. The contractor will be responsible for all aspects of the operation of the contracted transit bus services including the provision of appropriate vehicles , delivery of all specified transit bus service as specified herein, the performance of all vehicle maintenance activities necessary for the provision of contracted transit bus service, accommodation for the storage of all vehicles required for the provision of contracted transit bus services, provision of all necessary staffing to support the delivery of specified contracted transit bus services, compliance with all relevant Federal and State of Wyoming requirements including the Americans with Disabilities Act (ADA), provisions for fueling all vehicles required to perform the specified contracted transit bus services , and reporting to START staff of all requested information as described below in this RFQ. START shall be responsible for establishing the shuttle routes and reserves the right to modify these routes at any time during the course of this contract. Contractor shall have been regularly and continuously engaged in the business of providing bus services for at least two (2) years prior to the date of this RFQ; and 2. Contractor shall possess all permits, licenses, and professional credentials necessary to supply product and perform services as specified under this RFQ. Special Requirements: 1. The buses used for this service must be 2008 model year or newer shuttle buses that are capable of carrying a minimum of 30 seated passengers each and are equipped with head signs to display route information for START Passengers. 2. Each bus, the Contractor, and its operations must be in compliance with all federal and Wyoming state laws for the operation of shuttle buses, including all applicable safety and emissions regulations and the ADA. 3. The Contractor will also be responsible for hiring appropriately licensed and qualified drivers to operate the vehicles and field supervisor(s) to monitor daily shuttle bus operations and serve as a liaison with START. 4. Contractor must have a reliable communication system in order to always be in communicate with drivers in the field. 5. Contractor and all drivers must track the number of passengers per trip and route, in the manner dictated by START, and such information must be collected daily and turned in daily to START. 6. The Contractor must have replacement buses available for deployment when a bus goes out of service. An adequate number of buses must be available so a similar sized and equipped replacement bus can be deployed within one (1) hour of a bus being taken out of service. Replacement buses must have appropriate, temporary signage. 7. The Contractor must have adequate replacement drivers to fill in for sick days and vacation days. 8. Employee Conduct: a. All employees must provide quality customer service. b. All employees must always be respectful of others and may not engage in profanity, unsafe, or illegal behavior. c. Employees are not permitted to solicit tips at any time. d. Bus drivers may not be under the influence of any drug or alcoholic substance of any kind. Contractor must provide proof of compliance with all federal, state, and local Drug Testing requirements including, but not limited to, pre-employment testing, post-accident testing, reasonable suspicion testing, and random testing for safety-sensitive positions. 9. Bus drivers must possess a valid driver’s license appropriate for the service being provided. Drivers must operate the buses in a safe, responsible, courteous, and prudent manner in accordance with all federal requirements/laws, Wyoming state laws, and local laws. 10. The Contractor shall allow START to purchase and install temporary decals on the exterior of the shuttle buses to appropriately identify, as determined by START, the buses as START buses during the contract period. 11. The Contractor will always maintain all buses in good working order and clean condition. This includes maintenance, repairs, cleanliness, and overall appearance. Vehicle maintenance processes and procedures shall comply with manufacturer’s recommended preventive maintenance processes and procedures for the vehicles furnished be the Contractor pursuant to this RFP. 12. Contractors shall carry insurance in the amounts listed in this section and shall, in each policy, name START and Town of Jackson as additional insureds. The Contractor shall provide evidence of all insurance and the amounts of current policies to START prior to commencement of any contract. The Contractor must state that it currently holds insurance that meets or exceeds the limits set forth below or agree to acquire the necessary insurance within ten (10 business days of notice of award. 4 a) Workers’ Compensation coverage in the amounts required by Wyoming state law. b) Comprehensive General Liability coverage shall be maintained in amounts not less than $5,000,000 per occurrence for personal injury and property damage. Such policy shall contain a provision insuring the contractual liability. START and the Town of Jackson, Wyoming shall be named as additional insured on this policy. c) Automobile coverage shall be provided on an occurrence basis, in a form and substance reasonably acceptable to START. The Comprehensive Automobile Liability Policy must provide coverage for all owned, hired, rented, and non-owned automobiles. The Comprehensive Automobile Liability Policy must be written with a combined single limit of not less than $5,000,000 for each occurrence of bodily injury and/or property damage. START and the Town of Jackson, Wyoming shall be named as additional insureds on this policy.
