Print Bid Title: Invitation to Submit Development Proposals - 306 Pearl Street Category: Current Bids & RFPs Status: Closed Description: INVITATION TO SUBMIT DEVELOPMENT PROPOSALS Public notice and invitation to submit proposals is hereby given by the City of Wayne to developers or any persons interested in the purchase and the redevelopment of the currently occupied City Hall, located at 306 Pearl Street, legally described as the East 85 feet of Lots 4 & 5, Block 6, and the West 65 feet of Lots 4 & 5, Block 6, Original Wayne; AND the West 65 feet of Lot 5, Block 10, and possibly the East 85 feet of Lot 5, Crawford & Brown's Addition (refer to photo below). The City is requesting proposals be submitted for development by the end of business on June 10, 2024. Proposal guidelines are available below. Contact City Clerk, Betty McGuire or City Administrator, Wes Blecke, at 402-375-1733 for more information. The City will consider all development proposals based on the established guidelines. The City reserves the right to negotiate with a developer the details of any original proposal accepted by the City. Depending on the selected proposal and negotiations thereafter, the City will, at minimum, maintain access to the East 85 feet of Lot 5, Crawford & Brown's Addition (cellular tower, generator, etc.) The City reserves the right to reject any and all proposals. Completed proposals should be sent to: Betty McGuire, City Clerk 306 N Pearl Street PO Box 8 Wayne, NE 68787 Proposals may also be emailed to: The proposals should include: Developer name, credentials and past projects Monetary offer for the properties List any incentives (and amounts) being requested by the developer from the City and/or Community Redevelopment Authority, and other programs/incentives from the State of Nebraska, Federal Government, and/or other not-for-profit funds Site plan drawn to scale a. Building(s) layout (i.e. garages, shared spaces, etc.) b. Water, Sanitary Sewer and Storm Water plan c. Grounds/landscaping plan d. Site ingress and egress e. Parking plan, according to B3 zoning regulations (found in Chapter 152.139 of the Wayne Municipal Code) Building(s) plan (include elevation drawings for each side of the building(s), and if residential, number of units/bedrooms) Timeline from purchase to completed development (include phase(s) timeline(s) if development is planned to be phased) If the proposal includes subdividing the property, a preliminary plat as described in the Wayne Municipal Code - Section 151.037 Paragraph (H) Narrative including unique qualities of the proposal and how this development would substantially benefit the community. City Expectations: Development completed as soon as possible; however, access to said property is dependent on the completion of the new City Hall at 513 Main Street (anticipated to be completed and moved by late spring/early summer 2025). At a minimum, access to East 85 feet of Lot 5, Crawford & Brown's Addition (cellular tower, generator, etc.). Required to sign a development contract with the City including, but not limited to, property clawbacks Property Information: There are four (4) legal lots to the "City Hall/Garages/Parking lot/communications tower" property, which includes the following: the East 85 feet of Lots 4 & 5, Block 6, and the West 65 feet of Lots 4 & 5, Block 6, Original Wayne AND the West 65 feet of Lot 5, Block 10, and possibly the East 85 feet of Lot 5, Crawford & Brown's Addition. The City has communication equipment in the northeast part of the existing City Hall basement (East 85 feet of Lots 4 & 5, Block 6, Original Wayne). The City anticipates working with successful developer to retain ownership of this area in the building (condo-type arrangement) or obtain a long-term lease on this section of the building.
