Print Bid Title: Wight Street Infrastructure Improvements Category: Public Works Status: Closed Description: INVITATION TO BID WIGHT STREET INFRASTRUCTURE IMPROVEMENTS CITY OF BELFAST, MAINE 1. RECEIPT OF BIDS The City of Belfast, Maine will receive sealed bids at the Belfast City Hall, 131 Church Street, Belfast, Maine 04915 until April 10, 2023, at 1:00 P.M. at which time the bids will be publicly opened and read aloud. 2. PROJECT The scope of work can generally be described as installation of a buried stormwater collection system and complete roadway reconstruction of Wight Street, an existing 2300 linear foot long roadway, along with addition of an 8 foot wide pathway along its entire length. Work under this project includes, but is not limited to, excavation and removal of about 5600 CY of existing roadway pavement and soils, installation of approximately 2500 linear feet of 18” to 36” diameter storm drain pipe, 32 catch basins, 7000 CY of road and pathway aggregates, 4000 LF of concrete curb, 1900 tons of pavement, erosion control, traffic control, signage, site restoration, and providing all equipment, labor and materials required to provide a complete project as defined in the contract documents. There is also an Alternate Bid which consists of installing 200 feet of sanitary sewer pipe and one manhole of Congress Street, along with trench paving and site restoration. The City would like to see the project started in 2023, but in recognition of lead times for materials and the busy 2023 construction schedule, the project can be started in 2023 and completed in 2024, within the contract days given. The site would need to be made ready for plowing, with all disturbed areas surfaced with binder and/or trench pavement at the end of 2023 activities. A schedule for 2024 only work is also an option the City would accept if reassured that the contractor will start work as soon as ground conditions allow and complete all work (at least to binder pavement and revegetation) in 2024. The project must be substantially completed within 240 calendar days and complete within 270 calendar days after the execution of Notice to Proceed. An additional 21 days will be added to each contract time if Alternate 1 is awarded. 3. Box 679, Winterport, Maine 04496 upon receipt of $150.00 for each set, non-refundable, plus $35.00 fee if mailing is required. Only registered plan holders who have purchased plans from the engineering firm may submit a bid on the project. 4. BID BOND A certified check or bank draft payable to the Owner or a satisfactory Bid Bond executed by the Bidder and Surety Company in an amount equal to five percent (5%) of the Bid shall be submitted with each bid. No bid may be withdrawn for at least 90 days after receipt of bids unless released by Owner. 5. PERFORMANCE AND PAYMENT BONDS AND INSURANCES The successful bidder will be required to submit Performance and Payment Bonds, each equal to 100% of the Contractor’s bid price, as specified by the General Conditions. The successful Bidder will be required to submit proof of liability insurance as specified by the General Conditions, the Supplemental General Conditions, and such construction insurance (e.g., fire extended coverage, worker’s compensation, public liability and property damage, and “all risk” builders risk) as is customary and appropriate. 6. NON DISCRIMINATION IN EMPLOYMENT AND LABOR STANDARDS Bidders on this work will be required to comply with the President’s Executive Order No. 11246 and amendments or supplements to that Order. The requirements for bidders and contractors under this Order are explained in the Notice to Contractors. 7. FEDERAL REQUIREMENTS The Contractor must comply with the Department of Labor Regulations relating to Copeland "Anti-Kickback" Act (18 U.S.C. 874) as supplemented by 29 CFR part 3, Contract Work Hours and Safety Standards Act (40 U.S.C. 327-330) as supplemented by 29 CFR part 5, and Occupational Safety and Health Standards (OSHA) (29 CFR part 1910). The Contractor must comply with all applicable standards, orders, or requirements issued under section 306 of the Clean Air Act (42 U.S.C. 1857(h)), section 508 of the Clean Water Act (33 U.S.C. 1368), Safe Drinking Water Act, Executive Order 11738, and the Environmental Protection Agency regulations (40 CFR Part 15). The Contractor must comply with all permits, restrictions and conditions, issued for the PROJECT by Federal Cross-cutting Authorities. The Contractor must comply with all Federal Requirements per the Supplementary Conditions. 8. DISCLAIMER This contract is expected to be funded by a combination of City of Belfast, Department of Economic Development Community Development Block Grant (CDBG), and HUD Economic Development Initiative (EDI) Community Project Funding. Neither the State of Maine nor the US Federal government nor any of their departments, agencies, or employees is or will be a party to this Contract. The word “AGENCY” in the standard general conditions refers to HUD and the Maine Department of Economic and Community Development. 9. DAVIS-BACON AND RELATED ACTS The Contractor must comply with Davis-Bacon and Davis-Bacon Related Acts as stated in the CDBG/DECD Supplementary Conditions. All laborers and mechanics employed by the contractor and subcontractors on this project shall not be paid less than the prevailing wage rates contained in the wage determination published in the bidding documents. Any laborers and mechanics not listed in the wage determination shall be paid at least as much as the lowest wage rate for other similar trade classifications already contained in the wage determination published in the bidding documents. 10. QUALIFICATIONS OF BIDDER In order to be considered as a responsive bidder, each general contractor must be on the Engineer’s bidding register by purchasing at least one set of bidding documents directly from the Engineer’s office. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein. The successful Bidder will be required to provide both a Performance and a Payment Bond, each representing 100% of the contract value, at the time of contract execution. 11. AWARD OF CONTRACT The Owner reserves the right to reject any or all bids, to accept any bid that it deems to be in its best interests, award the project to the “Lowest Most Responsive Bidder,” and to waive any irregularities in bidding.
