RFQ proposals will be received via e-mail submission prior to the close of business at 5:00 p.m. (Mountain Standard Time) on Friday, March 13, 2026, at . Any and all firms interested in participating in this RFQ can obtain the required information from the B-SB Land Records Office, Room 208, 155 West Granite Street, Butte, Montana, 59701, or e-mail . RFQ is posted on the B-SB Bid site: https://www.co.silverbow.mt.us/bids.aspx RFQ Proposals will be opened and reviewed at a meeting set by the B-SB Planning Department at a date to be determined. Publish Dates: February 5, 2026 February 12, 2026 3 | P a g e SECTION 1 – GENERAL INFORMATION 1.1 Purpose The B-SB Planning Department is soliciting Statement of Qualifications (SOQs) from qualified consultants to provide land surveying services consisting of: 1) Examining Land Surveyor services to perform reviews of Plats, Certificates of Surveys, or other survey instruments for conformance with local and state standards prior to filing with the County Clerk and Recorder; 2) Land Surveying Projects such as performing field surveys, staking, conducting research and/or preparing Plats or Certificates of Surveys in accordance with the Montana Subdivision and Platting Act and B-SB Subdivision Regulations; and 3) Land Management Services such as providing professional guidance and input by responding to inquiries pertaining to land development initiatives and operations. 1.2 GENERAL SUBMISSION INFORMATION The B-SB Planning Department is accepting SOQs from firms wishing to be added to the list of prequalified firms to perform examining land surveyor reviews and/or complete land surveying projects, or address land surveying questions for the B-SB Planning Department. The SOQs should address the consultant’s capabilities for performing each area of expertise contained in the RFQ that the firm wishes to be considered for prequalification. Specific project selections will be based on the list of prequalified firms determined by the SOQs. The B-SB Planning Department reserves the right to advertise and solicit proposals for any project. 1.3 QUESTIONS Questions regarding this SOQ shall be submitted via e-mail to: Will O’Connor, Land Records Coordinator Planning Department-Land Records Office Room 208, 155 W. Granite Street Butte, MT 59701 1.4 PREPARATION COSTS B-SB shall not be responsible for SOQ preparation costs, nor for costs including attorney fees associated with any (administrative, judicial or otherwise) challenge to the determination of prequalification. By submitting a SOQ each firm agrees to be bound in this respect and waives all claims to such costs and fees. SECTION 2 – RULES GOVERNING COMPETITION 2.1 Examination of Qualifications Submitters should carefully examine the entire RFQ, any addenda thereto, and all related materials and data referenced in the RFQ. Submitters should become fully aware of the nature of the Work and the conditions likely to be encountered in performing the Work. 2.2 SIGNATURE REQUIREMENTS All SOQs must be signed. Any duly authorized agent of a vendor may sign the SOQ. The name and title of the individual(s) signing the SOQ must be clearly shown immediately below the signature. 4 | P a g e 2.3 SOQ SUBMISSION Electronic Submissions of SOQs meeting the requirements herein will be accepted prior to or on the proposal date listed on the title page. A PDF copy of a SOQ meeting these requirements shall be delivered via e-mail to: Submissions are due no later than 5:00 p.m. Monday, March 13, 2026. 2.4 DISPOSITION OF SOQS All materials submitted in response to this RFQ become the property of B-SB. A copy shall be retained for the official files of the Planning Department and will become public record after prequalification. 2.5 MODIFICATION OF SOQS Written updates to the SOQ for a qualified firm will be accepted annually. SECTION 3 – DESCRIPTION OF WORK 3.1 Type of Services The prequalification is for land surveying services which may include, but are not limited to: 1) Examining land surveyor review of subdivision plats and certificate of surveys and other land division documents for conformance to Uniform Standards for Monumentation (Administrative Rules of Montana (ARM) 24.183.1101), Uniform Standards for Certificates of Surveys (ARM 24.183.1104), and Uniform Standards for Subdivision Final Plats (ARM 24.183.1107), including errors and omissions in calculations and drafting such as mathematical closure and area computations, and equivalent standards contained in the B-SB Subdivision Regulations prior to recording; 2) Land surveying projects (i.e. surveying, staking, and/or preparing certificate of surveys or plats) in conformance with the Montana Subdivision and Platting act and B-SB Subdivision Regulations; 3) Providing professional land surveying services and advisory input based on experience and professional judgement. The selected land surveyor shall be available to review projects, evaluate complex land-related challenges, and provide high-level recommendations or guidance to inform project planning, scoping, and implementation. 4) Other assignments of a similar nature may be made at the discretion of B-SB Planning Department. Areas of Expertise Areas of Expertise included in this SOQ are as follows and should be used in the SOQ: 1. Conducting examining land survey reviews on certificate of surveys and/or plats for conformance to uniform standards including, but not limited to, ARM, 24.183.1101, 24.183. 1104, and ARM 24.183.1107, including mathematical closure and area computations, and equivalent BSB Subdivision Regulations. 2. Land surveying projects (i.e. design survey, staking, property surveys, and creation of documents for platting, lot line relocations, easements, etc.) in accordance with the Montana Subdivision and Platting Act and B-SB Subdivision Regulations. 5 | P a g e 3. Professional consultancy to engineering, planning, or other land management processes. SECTION 4 – SOQ AND SUBMISSION REQUIREMENTS To achieve a uniform review process and obtain the maximum degree of comparability, the SOQs shall be organized in the manner specified below. SOQs shall not exceed the number of pages noted in this section. Information in excess of those allowed will not be evaluated. One page shall be interpreted as one side of single-spaced, typed, 8½” X 11” sheet of paper using no less than a 12-point font with top, bottom and side margins of no less than one inch. Headers and footers can be outside of the margins indicated. Font size smaller than 12-point can be used in the experience matrix. 4.1 TITLE PAGE (1 PAGE) The following information needs to be included: the name of your firm, address, telephone number(s), name of contact person, and date. The title page must be signed by a corporate officer or other individual who has the authority to bind the firm. The typed or printed name and title of the individual(s) signing the SOQ must be clearly shown immediately below the signature. 4.2 COVER SHEET – AREAS OF EXPERTISE (2 PAGES) The cover sheet listing the areas of expertise is included with this RFQ and must be included in the statement of qualifications. Indicate in the first column, entitled “submitted,” each area that the firm would like to be considered for prequalification. The City will use the second column “qualified” after evaluation. If an area is marked on the cover sheet, corresponding sections must be included in the SOQ. An additional cover letter is acceptable. 4.3 TABLE OF CONTENTS (1 PAGE) Clearly identify the materials by Section and Page Number. 4.4 SOQ NARRATIVE – THREE SECTIONS The narrative sections should be organized by section and area of expertise and should only include the areas to which the firm is responding. For instance, section A.1. will be for examining land survey review experience and A.2. for land surveying projects experience. Section B.1. for examining land survey key staff and Section B.2. for land surveying projects key staff. Section C will not need area of expertise subsections. Alternative format: It is acceptable to use 2 sections (areas of expertise) with information for A and B under each section and then a separate section for firm information. A. PREVIOUS PERFORMANCE/EXPERIENCE (10 POINTS) Provide detailed information on projects relating to the area of expertise listed above and included on the cover sheet. Provide at least three projects for which your firm has provided the same or similar services. Experience section for each of the areas of expertise should not be longer than five pages.
