Bid Postings • 17-1712 Countywide Sanitary Sewer Replacement Skip to Main Content Services Governance Community Business Search Home Bid Postings Print Print Bid Number: 17-1712 Bid Title: 17-1712 Countywide Sanitary Sewer Replacement 2015 Category: Construction Contracts Status: Closed Description: Sealed bids are invited for all labor, tools, material and equipment necessary to complete sewer replacement for full segment (manhole to manhole) repairs, point repairs of sewers, and abandonment of sewer as depicted on the Contract Construction Plans. The work is located at several locations in New Castle County, Delaware. Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, until 2:00 p.m. Tuesday, April 25, 2017 when they will be opened and read publicly. Bid envelopes shall carry a clear notation “Countywide Sanitary Sewer Replacement - 2015,” Contract 2016-16, Bid #17-1712. Plans and specifications may be obtained in the William J. Conner Building, 187-A Old Churchmans Road, Room 058, New Castle, DE, 19720, telephone (302) 395-5749 on and after March 13, 2017 upon payment of $50.00 (non-refundable.) Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10% of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest responsible bidder. The County reserves the right to reject any and/or all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The CRC form, if not already submitted, must also be included with your submission. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. CONTRACTORS RESPONSIBILITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services Contract expected to exceed $100,000. are required to complete and submit a signed original Contractor Responsibility Certification (CRC) form. This form should be submitted as soon as possible but in all cases must be received by the New Castle County Department of Special Services, Contracts Officer no later than the advertised deadline for bid submittals. Failure to submit the form by this time will result in the County’s inability to consider your bid for award. Please be advised that failure to thoroughly and accurately complete the form may also result in the County’s inability to consider your bid for award. PREQUALIFICATION New Castle County will only accept bids from contractors prequalified with the County in the category “E(c)”, Sanitary Sewers, Collector Sewer. Prequalification forms are available from the Special Services Contracts Officer in the William J. Conner Building, telephone 302-395-5749. Prequalification applications/updates for this project must be received by the Chief of Project Management, 187-A Old Churchmans Road, New Castle, DE 19720 by 4:00 p.m. March 07, 2017. PREBID MEETING There will be a pre-bid meeting at 8:30 a.m. on March 21, 2017 in the General Meeting Room of the William J. Conner Building, 187-A Old Churchmans Road, New Castle, DE 19720. Attendance at the meeting is not mandatory.
