Introduction & Purpose The Texas Facilities Commission (TFC) is soliciting bids from qualified contractors to remove the existing perimeter fence and furnish and install a new cedar security fence around the Superintendent’s residence at the Texas School for the Blind and Visually Impaired (TSBVI). The purpose of this project is to restore security, privacy, and aesthetics using durable materials and workmanship. Scope of Work The successful bidder shall provide all labor, materials, equipment, layout, permits (if required), and services to complete a turnkey fence replacement, including: Demolition & Disposal Remove and properly dispose of the existing fence, gates, posts, concrete footings, and related debris. All removed materials shall be transported to an approved recycling or disposal facility in compliance with local, state, and federal regulations. Vendor is responsible for disposal and must be able to provide disposal receipts or documentation upon request to verify proper handling. Protect adjacent landscaping, irrigation, structures, and utilities during demolition. Cap or reroute any low-voltage or gate wiring (if present) per code. New Fence Construction Fence Type: Cedar security fence. Height: 8 ft. Lineal Footage: Contractor to verify during site visit. Pickets: No. 2 or better Western Red Cedar or Cedar pickets; thickness ≥ 5/8 in; width 5½–6 in; flat-top (TSBVI to select). Rails: Pressure-treated pine or cedar 2x4 rails, minimum 3 rails for fences ≥6 ft. Posts: Heavy-gauge, galvanized steel posts, 2-3/8” diameter, set in concrete footings. Footings: Fast-setting concrete mix; hole depth ≥ 30 in, diameter 8–12 in, centered and plumb. Fasteners: Exterior-grade hot-dipped galvanized or stainless steel ring-shank nails or screws; no staples. Top Treatment: Cap and trim (cedar 2x4 cap and cedar trim). Hardware: Galvanized or stainless hinges, latches, handles; lockable latches at gates. Gates Provide one pedestrian gates (width 36–48 in ) and one vehicle/drive gate(s) (width 12 ft ). Construct gates with reinforced wood frame(s) or steel frame(s) (Alternate A) to prevent sagging; install drop rods and stops for double-leaf gates. Ensure smooth operation, alignment, and clearance; include compatible locking/latching hardware. Site Work & Restoration Call utility locate before digging; hand-dig near marked utilities, if needed. Maintain site safety and cleanliness; restore grade, sod, irrigation, and disturbed areas to pre-project condition. Remove all debris daily; final clean-up upon completion. Quality & Warranty Work to be performed by experienced personnel under direct supervision. Provide 1-year minimum workmanship warranty and manufacturer warranties for materials. Correct any defects in materials or workmanship at no additional cost during warranty period.
