Description

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified vendors to provide Franchise Tax Board with creative design and advertising services to increase the number of credits issued to eligible Californians related to California Earned Income Tax Credit (CalEITC), Young Child Tax Credit (YCTC), Foster Youth Tax Credit (FYTC), and encourage taxpayers to use services like MyFTB, CalFile, Direct File, and Volunteer Income Tax Assistance (VITA). The awarded Contractor will be responsible for developing creative content, developing an advertising plan, securing advertising placements in various traditional and digital media formats, and proposing additional advertising opportunities that align with FTB's goals as detailed in the attached Exhibit A: Scope of Work. Proposal Submission Due Date and Time is Friday, November 07, 2025, by 05:00 PM PT. Proposal must be submitted via email to Doral.Valley@ftb.ca.gov with a Cc to Sheri.Birkmaier@ftb.ca.gov. Please note that for purposes of this solicitation, a Mandatory Disabled Veteran Business Enterprises (DVBE) Participation of three percent (3%) is required. ***NOTE*** The Event End Date listed for this advertisement is NOT the Proposal Submission Due Date. 10/28/2025 - Added RFP Solicitation (Word version) as an attachment. 11/07/2025 - Added Addendum 1 Cover Letter, RFP FTB-2526-00492 Addendum 1, and RFP FTB-2526-00492 Q&A Set 1.
