DUE TO COVID-19 RESTRICTIONS, BIDS WILL BE PUBLICLY OPENED AND READ ALOUD VIA A VIDEO CONFERENCE AT 3:00 PM LOCAL TIME ON MAY 21, 2020. The project shall consist of a LED lighting upgrade and lighting control system replacement within the main arena and various other areas throughout the facility. Also included in this project would be minor general construction associated with the electrical work. The Owner (hereinafter referred to as Owner): City of Bismarck 221 N 5th Street P.O. Bidding Instructions: Each bid shall be accompanied by a separate envelope containing a Bidder's Bond in a sum equal to five percent (5%) of the full amount of the Bid, executed by the Bidder as principal and by a surety company authorized to do business in this State, conditioned that if the Principal's Bid is accepted and the contract awarded to the Principal, the Principal, within ten (10) days after notice of award, shall execute and effect a contract in accordance with the terms of his Bid and a Contractor's Bond as required by law and the regulations and determinations of the governing body. The Bid Bond of the three lowest bidders will be retained until the Contract has been awarded and executed, but not longer than sixty (60) days. The Bid Security is a guarantee that the Bidder will enter into contract for the work described in the proposal. The Bidder must submit a Bid Bond payable to the City of Bismarck. In accordance with Section 43-07-05 of the North Dakota Century Code, each Contractor shall have a North Dakota Contractor’s license for the highest amount of their bid with alternates, and he must state on his Bid Form the number and class of his license and the date it was obtained or renewed. A Contractor must be the holder of a license at least ten days prior to the date set for receiving bids, to be a qualified bidder. In accordance with Section 43-07-12 of the North Dakota Century Code, a copy of the current license of certificate of renewal thereof issued by the Secretary of State shall be enclosed in the required Bid Bond envelope. A Bid submittal without this information properly enclosed in the Bid Bond envelope shall not be read or considered and shall be returned to the bidder. Any deficient bid submitted will be resealed and returned to the bidder immediately. The following information shall be clearly displayed on the outside of the Bidder's envelope: Name and location of the Project. Name of the owner. Classification of Work. Name and Address of the Bidder. Bidder's ND Contractor's License Number and Class. Your offer will be required to be submitted under a condition of irrevocability for a period of 60 days after submission. The Board of City Commissioners has the right to reject any and all bids. A pre-bid walk-through meeting will be held at 10:00 AM local time on May 7, 2020. Attendees are required to enter the building through the ticket office lobby entrance (southwest corner). All attendees will be required to undergo a COVID-19 screening procedure prior to entering the facility. All bidders very strongly encouraged to attend due to the project schedule requirements and scope of work required. The Work under this Contract shall be completed as follows: Main Arena Lighting and Controls Upgrade - Substantially Completed by October 2, 2020. MainArena Lighting and Controls Upgrade - Final Completion by October 16, 2020. All substitution requests must be received in writing or by email on or before ten (10) days prior to the bid opening.
