The City of Burlington (the “City”) and Chittenden County Regional Planning Commission (“CCRPC”) seek a creative, collaborative consultant team to help develop the four elements of planBTV 2050: Unified Comprehensive Plan. PlanBTV: 2050 is a collaboration between the CCRPC and four City Departments: The Office of City Planning (OCP) is updating the 2019 Municipal Plan (planBTV) The Department of Public Works (DPW) is updating and expanding a 2011 Transportation Plan Burlington Parks, Recreation and Waterfront (BPRW) is updating its 2015 Comprehensive Plan Community and Economic Development (CEDO) is creating a new comprehensive economic development plan The City is combining these planning efforts to craft a holistic long-term vision that reflects the way Burlingtonians experience the interconnected city in their daily lives. By undertaking an integrated process, the boundaries of each department and ‘area of care’ will overlap rather than abut. For this reason, a consultant team committed to collaboration across disciplines and departments is critical. PlanBTV 2050 will provide a unified framework to create a more livable, affordable, sustainable, inclusive and accessible city for everyone. The successful consultant team will share these values and demonstrate experience developing plans, policies and strategies that uphold them. Intrinsic to this work will be an eagerness to understand Burlington, its diverse communities, and the myriad perspectives held by its institutions, businesses and social and cultural organizations. While this work will be delivered as one planBTV: 2050, functionally, each plan element will stand on its own and act as an implementation roadmap and work plan for its respective department. The successful consultant team will help us create a feasible and measurable strategies framework, the successful implementation of which will depend on long-term financial resources, a plan that transcends politics, and community capacity. The plan’s process will extend through implementation, guiding cross-departmental collaboration in the coming years. PlanBTV: 2050 is an opportunity for unprecedented holistic planning. To help us synthesize the complexity of this project, we will employ a scenario planning approach. We look forward to working with a consultant team that includes exploratory and normative scenario planning expertise and is similarly excited to explore how a deeply collaborative and cross-disciplinary approach can elucidate and strengthen the interconnectedness of the way we organize our economy, cultivate community, and build and move through our environment.
