Bid Postings • 13-1327 SP23 and SP27 Manhole Rehab Project C Skip to Main Content Services Governance Community Business Search Home Bid Postings Print Print Bid Number: 13-1327 Bid Title: 13-1327 SP23 and SP27 Manhole Rehab Project Contract 2013-17 Category: Construction Contracts Status: Closed Description: SP-23 AND SP-27 MANHOLE REHABILITATION PROJECT CONTRACT #2013-17 Sealed bids are invited by New Castle County Department of Special Services for rehabilitation of manholes using manhole lining; sealing manhole joints; installation of manhole chimney seals; replacement of manhole frames and covers; replacement of manhole steps; rebuilding manhole channels and benches; plugging inactive laterals connected to manholes; resetting manhole frames and covers; and warranty inspections in accordance with the Contract Drawings and Specifications. The Work is located in several neighborhoods of Brandywine Hundred in northern New Castle County. Plans and Specifications may be obtained on or after July 28,2014 at the William J. Conner Building, 187-A Old Churchmans Road, New Castle DE, 19720 from the Contracts Officer, room 058, telephone (302) 395-5749 upon non-refundable payment of $100.00. Cash or checks only. Sealed bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, telephone (302) 395-5250 until 2:00 p.m. Tuesday, September 30, 2014, when they will be opened and read publicly. Bids from firms not prequalified will not be considered. Bid envelopes shall carry a clear notation “SP-23 AND SP-27 MANHOLE REHABILITATION PROJECT” Contract 2013-17, Bid No. 13-1327”. Bids shall be accompanied by a Bidder’s bond or certified check in an amount equal to 10 percent of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest and best responsible bidder for the alternative (i.e. FRCL lining or non-FRCL lining) selected by the County. The County reserves the right to reject any and all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The CRC form, if not already submitted, must also be included with your submission. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County and licensed to do business in the State of Delaware, in the amount of the contract price. PREQUALIFICATION New Castle County will only accept bids from contractors prequalified to bid on this Contract. Prequalification Forms are included with the Plans and Specifications. Prequalification Forms addressed to the Chief of Project Management will be received by the Department of Special Services, William J. Conner Building, 187-A Old Churchmans Road, New Castle, DE, 19720, until 4:00 p.m. on August 15, 2014. Prequalification envelopes shall carry a clear notation “SP-23 AND SP-27 MANHOLE REHABILITATION PROJECT”, Contract 2013-17, Prequalification Forms for Bid No. 13-1327. CONTRACTOR RESPONSIBLITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services Contract expected to exceed $100,000.00 are required to complete and submit a signed original Contractor Responsibility Certification (CRC) form. The New Castle County Department of Special Services, Contracts Officer, must receive this executed form no later than the advertised deadline for bid submittals. Failure to submit the form by that time shall result in the County’s inability to consider your bid for award. CRC forms submitted by facsimile will not be accepted. Bidders are encouraged to submit the CRC form in advance of the Bid. PREBID MEETING There will be a prebid meeting at 10:00 a.m. on August 05, 2014 in the General Manager’s conference room of the William J.
