Bids will be opened publicly at Department of Public Works, 33 Allegiance Circle, Evanston Wyoming 82930, Evanston Wyoming, Thursday, December 4, 2014 at 2:00 p.m. and publicly awarded by the City Council at the first regular meeting following the bid opening. 6. Each bid must be signed by an authorized representative of the bidding organization. 7. All costs must be identified and included as specified. 8. The City reserves the right to award all or any part of the bid to one or more bidders. 9. The City reserves the right to waive any formalities or to reject any or all bids, if in the best interest of the City of Evanston. 10. Addenda or Bulletins issued during the time of the bidding shall become part of the bidding document. 11. Bids are subject to the Five Percent (5%) Wyoming Resident Preference. Preference is given to materials, supplies, equipment, machinery and provision produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state. 12.
