The work includes but is not limited to: construction of a new wastewater Pumping Station Substructure including concrete wet well and dry well, with connecting 30-inch Force Main, 42-inch Gravity Influent Sewer and related site work and all other work required by the Contracts Documents. The work is located 300 feet north of the existing Richardson Park Pumping Station bordered by Brookside Drive and the Little Mill Creek. The address is 100 Brookside Drive, Wilmington, DE 19804. Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, until 2:00 p.m. Tuesday, October 17, 2017 when they will be opened and read publicly. Bid envelopes shall carry a clear notation “NEW RICHARDSON PARK PUMPING STATION,” CONTRACT 2015-20, Bid #18-1801. Plans and specifications may be obtained at the William J. Conner Building, 187-A Old Churchmans Road, Room 058, New Castle, DE, 19720, telephone (302) 395-5749 on and after August 22, 2017, upon payment of $100.00 (non-refundable). Bids shall be accompanied by a bidder’s bond, certified or cashiers’ check in an amount equal to 10% of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest responsible bidder. The County reserves the right to reject all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The CRC form, if not already submitted, must be included with your submission. Any deviation from these instructions may result in rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. CONTRACTORS RESPONSIBILITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services Contract expected to exceed $500,000 are required to complete and submit a Contractor Responsibility Certification form. This form should be submitted as soon as possible but in all cases must be received no later than the advertised deadline for bid submittals. Failure to submit the form by that time shall result in the County’s inability to consider your bid for award. Please be advised that failure to thoroughly and accurately complete the form may also result in the County’s inability to consider your bid for award. The form is available at http://www.nccde.org/documentcenter/view/78. New Castle County Code section 2.05.303.D.5.f prescribes penalties for the submission of false or misleading information. PREQUALIFICATION New Castle County will only accept bids from contractors prequalified with the County in the category H, Pump Stations. Contractors must hold prequalification dated within two years of the bid date. Information and required forms for prequalification can be obtained from the Special Services Department’s Contracts Officer @ 302-395-5749. Prequalification applications for this project must be received by the Special Services Chief of Project Management no later than 4:00 p.m., September 15, 2017. PREBID MEETING There will be a prebid meeting at 10:00 a.m. on September 06, 2017 in the General Managers Conference Room of the William J. Conner Building, 187-A Old Churchmans Rd., New Castle, DE.
