NOTICE OF INTENT TO AWARD SOLE SOURCE
The U.S. Department of Energy (DOE), Environmental Management (EM) Consolidated Business Center (CBC), intends to award a contract to the Waste Management Symposia for attendees to the Waste Management Symposia 2026, on a sole source basis. The services provided by Waste Management Symposia are in support of the EM Office of Field Operations.
The authority permitting this sole source acquisition without full and open competition is prescribed by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. An approved Justification and Approval (J&A) authorizing this procurement will be posted in accordance with FAR 6.305(a) within fourteen days of the contract award.
The DOE/EMCBC will procure admission to a 5-day on-site symposium for 38 registrants from Waste Management Symposia. Waste Management Symposia is a non-profit organization that has been sponsoring the Waste Management Symposia for the last 50 years. This annual conference discusses and seeks safe and cost-effective solutions to managing and dispositioning radioactive waste and decommissioning nuclear facilities and provides the opportunity to exchange ideas, discuss technical issues, and develop potential solutions with over 2000 nuclear waste industry professionals.
A solicitation package will not be posted publicly and requests for copies of the solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future would be in the best interest of the Government. All responses received by 5:00 PM (Eastern Time) on January 16, 2026, will be considered. All information (capability statement, proposal or quotation) submitted should support the firm’s abilities to provide the required services and shall be furnished at no cost or obligation to the Government.
