New Road Category: Construction Contracts Status: Closed Description: Sealed bids are invited for the Bay View Beach Project as summarized below. Elevation of homes privately owned in the Bay View Beach Section of New Castle County DE. Work will include site and foundation demolition, disconnection and reconnection of existing utilities, elevation of existing single family homes approximately 10’ above existing grade, installation of Helical piles and concrete grade beams, construction of concrete piers, decks and wood access stairs. The work for the Bay View Beach Elevation Project is located at 3 different locations along N. New Rd. and S. New Rd. in the Bay View Beach Subdivision, Middletown, Delaware. Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, telephone (302) 395-5250 until 2:00 p.m. July 11, 2017 when bid 17-1700R2a, 38 N. New Road will be opened and read publicly, July 12, 2017 when bid #17-1700R2b, 21.5 S. New Road will be opened and read publicly, July 13, 2017 when bid #17-1700R2c, 36 N. New Road will be opened and read publicly. Bid envelopes shall carry a clear notation identifying the bid number, contract number and house address, “Construction for FEMA Flood Mitigation Grant for the Elevation of Home at 38 N. New Road, Bid # 17-1700R2a, Contract No.: 2017-06-R2a,” for example. Bid Documents, Plans and Specifications may be obtained by contacting Paul Lenher, at Pennoni at or by phone at (215) 589-6012. Bidders will be provided an access site and password in order to download bid documents, plans and specifications. Bids are to be submitted in hard copy form only, no electronic or fax bids will be accepted. Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10 percent of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made individually to the lowest responsible bidder for each house. The County reserves the right to reject any and all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond or certified check must be included with the Proposal. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. PREBID MEETING There will be pre-bid meeting at 9:30 a.m. on June 26, 2017 on site at 38 N. New Rd. Middletown DE, 19709, in the Bay View Beach Subdivision. Attendance at the meeting is not mandatory. MBE/WBE PARTICIPATION Minority and Women Business Enterprises (M/WBE) will be afforded full opportunity to submit bids and will not be subject to discrimination on the basis of race, color, national origin, sex, religion, age or sexual orientation in consideration of this award.
