FOUR (4)</strong></p><p>&nbsp;</p><p><strong>Manatee Springs State Park - Connect to the Municipalities</strong></p><p><strong>DEP BID NO. BDC18-25/26</strong></p><p>&nbsp;</p><p>&nbsp;</p><p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR BID SUBMISSION.</p><p>&nbsp;</p><h3>NOTICE</h3><p>&nbsp;</p><p>It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Logan Lee-Marple, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000.&nbsp;Failure to do so may be grounds for rejection of the Bid.</p><p>&nbsp;</p><p>_______________________________________</p><p>Signature of Contractor and Date</p><p>&nbsp;</p><p><strong>The following statements supersede &amp; supplement the corresponding items in the specifications &amp; drawings:</strong></p><p>&nbsp;</p><p><strong>1. Question:&nbsp;</strong>On Page 19 of the Instructions to Bidders, it states, "Bidder Prequalification is required for all bids". Please confirm that this is in fact applicable to this bid and needed with bid submission, as well as bids will not be accepted by companies that are not prequalified.</p><p><strong>Answer:&nbsp;</strong>Yes, bidder prequalification is required for all bids. No, bids will not necessarily be rejected if submitted without prequalification. You can become prequalified prior to the bid opening, or at the time of the bid opening by attaching a copy of your Sunbiz and DBPR profiles.</p><p>&nbsp;</p><p><strong>2. Question:&nbsp;</strong>On page 32 of the Instructions to Bidders, it states, “Local building permits are required, and special permits due to zoning and ordinances also may be required. Water Management District, Department of Environmental Protection, and other local, state, or federal environmental permits may be necessary before construction can start”, as permits are to be obtained by the contractor and the project includes multiple scopes of work (underground, plumbing, mechanical, electrical, etc.), please confirm that a General Contractor’s license is required for this bid.</p><p><strong>Answer:&nbsp;</strong>Please reach out to the local permitting agency to verify which licenses are required for this particular project.</p><p>&nbsp;</p><p><strong>3. Question:&nbsp;</strong>On page 14 under special conditions the estimate for this project is $400,000.00, our preliminary budget for this project appears to exceed your project budget. Please advise whether the projected budget is firm or if bids will be considered that are above the budget.</p><p><strong>Answer:&nbsp;</strong>Please bid whatever amount you deem necessary to fulfill the work specified in the bid documents.</p><p>&nbsp;</p><p><strong>4. Question:&nbsp;</strong>What is the location and size of the existing septic</p><p>drain fields on page C109 of the plans?&nbsp;</p><p><strong>Answer:&nbsp;</strong>Based on the as-built documentation provided by the</p><p>Florida Department of Environmental Protection (FDEP) and the</p><p>Park, the existing drain field is believed to be located west of the</p><p>existing septic tank/residence. (See sheet C109 where this</p><p>information is noted.) However, no additional records were found to</p><p>confirm the precise location or dimensions of the drain field. The</p><p>Contractor to assume requirement for removal of the existing drain</p><p>fields in accordance with FAC 62-6.</p><p>&nbsp;</p><p><strong>5. Question:&nbsp;</strong>The permit calls for a 2400 GPD aerobic unit.</p><p>Can a 3000-gallon single compartment and split system be used to</p><p>supply Two 1500 GPD FAST systems?</p><p><strong>Answer:&nbsp;</strong>The Restroom/Concession system is designed with two septic tanks to accommodate the two outlets from the existing building. The septic tanks discharge by gravity into a lift station, from which the sewage is lifted to the ATU. The ATU specified in the design is one (1) MicroFast 1.5. The referenced 2,400-gallon tank is an example of a tank capable of housing a single MicroFast 1.5 unit, not an account for anticipated GPD. All tanks and associated components, however, shall be reviewed and confirmed during the shop drawing submittal process</p><p>&nbsp;</p><p>&nbsp;</p><p><strong>6. Question:&nbsp;</strong>What is the specified material for the 2” force main on page C107 of the plans?</p><p><strong>Answer:</strong> PVC C900 or HDPE with an SDR of 11 or equivalent</p><p>material.</p><p>&nbsp;</p><p><strong>7. Question:&nbsp;</strong>Given the site restrictions and difficulties that come with working at an active state park, would it be possible to set up a Mandatory Site Visit for this project? We believe that this requirement would be key to making sure all bidders are able to provide the most comprehensive and competitive bid to the FDEP, as well as ensuring the project is done to the highest standards for the FDEP, and all costs are accounted for.</p><p><strong>Answer:&nbsp;</strong>No. No pre-bid visitation is required for this project. We welcome all potential bidders to visit the site location by reaching out to the park contact specified in the bid documents and scheduling an on-site meeting.</p><p>&nbsp;</p><p><strong>8. Question:&nbsp;</strong>In our experience working in State Parks with limited resources poses difficulties that may not be known if you do not have the experience. For project references, would the FDEP consider adding in that it is a requirement to have completed at least one previous project for the FDEP in a state park?</p><p>&nbsp;</p><p><strong>Answer:</strong> No. There is no requirement of previous FDEP project experience to bid on this project.</p><p>&nbsp;</p><p><strong>Value Engineering Clarification</strong></p><p>&nbsp;</p><p><strong>1.&nbsp;</strong>The specified tank callouts are approved tanks on the</p><p>Approved FDEP Tank List for required capacity and FAST</p><p>Unit purposes only. The Contractor shall be responsible for</p><p>selecting the specific tank manufacturer and model for</p><p>installation and shall submit the proposed tank(s) through the</p><p>shop drawing process for review and approval prior to</p><p>procurement.</p><p><strong>2.&nbsp;</strong>As a value engineering consideration, the APMR and Ranger</p><p>Station systems may be able to utilize a tank configuration</p><p>such as Model 09-030-BM1D-C3, which combines the solids</p><p>tank and ATU tank into a single unit.</p><p><strong>3.&nbsp;</strong>As an additional value engineering option, proposed tanks</p><p>may be C3 configuration tanks in lieu of the currently</p><p>specified C4 tanks, provided all regulatory and performance</p><p>requirements are met. The Hickory Campground and</p><p>Restroom/Concession Stand systems may be able to utilize a</p><p>tank such as Model 09-030-11S-C3.</p><p>&nbsp;</p><p>&nbsp;</p><p>In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.</p>
