Print Bid Number: 10-11/P-14 Bid Title: Central Maui Landfill, 2010 Phase IV Gas Collection & Control System Improvements Category: Construction - All Construction Status: Closed Description: INVITATION TO BID CENTRAL MAUI LANDFILL 2010 PHASE IV GAS COLLECTION AND CONTROL SYSTEM IMPROVEMENTS PURSUANT TO CHAPTER 103D, HRS, SEALED BID PROPOSALS for supplying, furnishing, and paying for all labor, materials, tools, transportation, and equipment necessary to construct in place complete, all work as called for on the plans and specifications for the CENTRAL MAUI LANDFILL, 2010 PHASE IV GAS COLLECTION AND CONTROL SYSTEM IMPROVEMENTS, Job No. 10-11/P-14, will be received by the Bid Receiver, Purchasing Division, Department of Finance, 2145 Wells Street, Suite 104, Wailuku, HI 96793, up to and publicly opened at 2:00 P.M., on November 4, 2010. Work for this project involves procurement, construction and installation of vertical landfill gas wells, and landfill gas collection pipelines at Central Maui Landfill, Pulehu Rd., Puunene, Maui. Estimated construction cost is between $1,200,000 and $1,300,000. Prospective bidders are requested to attend a pre-bid meeting and job walk to be held October 20, 2010 beginning at 10:00 A.M. at the landfill office at the entrance facility, Central Maui Landfill, Pulehu Rd., Puunene, Maui. Plans, specifications, and proposal forms on compact disc (CD) may be obtained at the Purchasing Division office. Bidders shall be licensed in accordance with Chapter 444, HRS, relating to the licensing of contractors. The Contractor and all Subcontractor(s), if any, shall comply with all applicable revisions of the prevailing wage rate schedule as required by Chapter 104, H.R.S. The Hawaii product preference pursuant to Act 175, SLH 2009 may be applicable to this solicitation. The current Hawaii products list is available on the State Procurement Office (SPO) website at http://hawaii.gov/spo/hawaii-public-procurement-code-chapter-103d-hrs/preferences. To access the list, click on the “Hawaii Products link. Persons wishing to certify and qualify a product not currently listed as a Hawaii Product shall submit a Certification for Hawaii Product Preference (form SPO-38) to: County of Maui Purchasing Division 2145 Wells Street, Suite 104 Wailuku HI. 96793 Attn: Purchasing Administrator For each product being requested, one form shall be completed and submitted (i.e. 3 products should have 3 separate forms completed). The form is available on the State Procurement Office (SPO) webpage at http://www4.hawaii.gov/StateForms/ShowForm/cfm?ID=SP. To access the form, click on the “SPO-38” link to download the form. The deadline for submitting a completed SPO-38 is (10/25/2010 – 10 calendar days before bid opening). Late submittals for this solicitation will not be reviewed by the County. No proposal will be considered unless accompanied by one of the following forms of bidders security: cash, a cashier's check or certified check on a bank insured by the Federal Deposit Insurance Corporation, or a bidder's bond executed by an approved surety insurer, made payable to the Director of Finance in the manner, form, and amount required by Section 103D-323, H.R.S. The proposal guaranty shall be equal to at least five percent (5%) of the total amount of the bid submitted. KALBERT K.
