Print Bid Title: Request for Proposals for Street Utility Fee Consultant Services Category: Administration Status: Closed Description: REQUEST FOR PROPOSALS FOR STREET UTILITY FEE CONSULTANT SERVICES The City of Bismarck Administration Department requests written qualifications from qualified, professional consulting firms for services for the following: Conduct a comprehensive study of options to replace the street maintenance special assessment revenue received from residential and commercial properties with an alternative funding source such as a street utility fee. The study will be based on a comprehensive review of the City of Bismarck’s current special assessment street maintenance projects and sales tax revenue and expenditures, budgets and capital improvement program data; previous special assessment street maintenance project data and pavement management system data; future planned growth of the City of Bismarck; and any other information deemed necessary. Written proposals shall address the firm’s experience and ability to perform the defined services in a timely manner. The proposal pages shall be numbered and limited to ten (10) pages in length. The primary items for consideration will be, but not limited to, the firm’s: Technical capabilities and its proposed project team Experience and performance of its proposed project team Understanding of project and proposed work approach Knowledge of regulations and local conditions Project personnel assignments and qualifications Ability to respond in a timely manner Selection of firms for oral interviews will be based on the evaluation of the submitted written proposals. The City of Bismarck reserves the right to limit the interviews to a minimum of three firms whose proposals most clearly meet the RFP requirements. Firms not selected to be interviewed will be notified in writing. A selection committee will conduct oral interviews of the selected firms. Interviews should plan to be remote video via Microsoft Teams for consultants and for selection committee. A recommendation to the Bismarck Board of City Commissioners will be made by the selection committee. Price will be negotiated with the successful firm and if negotiations are successful, a professional services agreement will be executed with a single consultant. Approved sub-agreements for minor portions of the work will be permitted. A budget of $85,000 is authorized for this project. All inquiries shall be directed to Keith J.
