Failure to fulfill the DVBE requirement will render your bid non-responsive. DVBE Incentive: For evaluation purposes only, an incentive will be given to bidders who exceed the 3% DVBE participation requirements. Refer to the Instructions to Bidders. Small Business Preference and Small Business Subcontractor participation: A five percent (5%) Small Business Preference will be granted to properly certified small businesses (a copy of your certification must be submitted with the bid proposal).
