Print Bid Title: Request for Proposals Dual West Fargo Fueling Stations Category: City of West Fargo RFP Status: Closed Description: *03/20/20204 - ADDENDUM DOCUMENT ADDED - SCROLL TO DOWNLOAD* INTRODUCTION Section 1.01 Introduction. The West Fargo Public Works Department (the “Public Works Department”) within the City of West Fargo, North Dakota (the “City”) is soliciting proposals from vendors for Dual Fueling Stations in the City (the “Project”). Each respondent shall submit a proposal (each a “Proposer”). Sealed proposals will be received by the Public Works Department at 810 12 th Ave NW, West Fargo ND, 58078. Proposals will be received until [2 Pm] Central Standard Time on [March 20 th , 2024]. Upon completion of an evaluation by the Selection Committee and approval by the City Commission, a contract may be signed. Must be clearly marked (Dual Fueling Station). Section 1.02 City Rights. The City reserves the right to cancel this RFP in writing or postpone the date and time for submitting proposals at any time prior to the due date. The City, by this RFP, does not promise to accept the lowest cost or any other proposal and specifically reserves the right to reject any or all proposals, to waive any formal proposal requirements, to investigate the qualifications and experience of any Proposer, to reject any provisions in any proposal, to modify RFP contents, to obtain new proposals, to negotiate the requested services and contract terms with any Proposer, or to proceed to do the work otherwise. Furthermore, the City reserves the right to award subsequent work to the consultant selected for this Project without going through an additional request for proposals process. The City hereby notifies all proposers that it will affirmatively insure that in regard to any contract entered into, pursuant to this request, minority business enterprises will be afforded full opportunity and are encouraged to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The City reserves the right to accept or reject any and all proposals that are in the best interest of the City. Questions or requests for clarification regarding this RFP should be submitted via email, citing the RFP page and section, by the question deadline. Questions will not be accepted orally, and any question received after the deadline may not be answered. All questions and inquiries will be addressed to: Brian Matzke, Operations Manager Matthew Andvik, Director Public Works Department Public Works Department Section 1.03 Successful Proposer. After the opening and completion of a review process to determine each Proposer’s responsibility and responsiveness, and satisfaction of qualifications, the City proposes to enter into a contract to design, solicit bids, and administer contracts for the Project. Proposers are encouraged to provide sufficient detail in their proposal in order to allow the City to fully review and understand the terms and conditions of such proposals. ARTICLE II. OVERVIEW AND BACKGROUND Section 2.01 Focus. The focus of this RFP is for the City to add two (2) commercial fueling stations with fuel pumps, fuel controls, and a fuel management system. It is intended that the addition of two (2) commercial fueling stations will help the City run proficiently and more cost effectively. The City is in the process of considering different layouts, equipment options, and software related to the Project. The purpose of this RFP is to identify the most qualified contractor capable of delivering the Scope of Services defined herein. Section 2.02 Location. The City is located in Cass County, North Dakota, with an estimated population of 39,985 people. The City currently utilizes public fuel stations located in different locations in the City which hinders performance and budget. One (1) fueling station will be located on the northwestern side of the City, as shown on attached Exhibit A . The address of the site is 810 12 th Avenue North West, West Fargo, North Dakota 58078, and sits on a parcel of land owned by the City (“Site 1”). The second fueling station will be located in the western side of the City, near the intersection of 40 th Avenue West and 170 th Avenue South East, as shown on attached Exhibit B . The address of the second site is 4015 4 th Street West, West Fargo, North Dakota 58078, and sits on a parcel of land owned by the City (“Site 2”). Section 2.03 Project Objectives. The Project objectives include: i) Site 1 – provide a turn key operation fueling station with canopy; and ii) Site 2 – provide a turn key operation fueling station without a canopy. Project objectives are described in further detail in Article III. Scope of Services. ARTICLE III. SCOPE OF SERVICES Section 3.01 Generally. Interested Proposers shall submit a proposal as further instructed below and based on the following anticipated Scope of Services. Proposers are also encouraged to suggest additional scope items and recategorize scope items, as deemed necessary, to ensure the Project is successful. Proposers shall clearly document their proposed approach for carrying out each task. Section 3.02 Site 1 – Turn Key Fueling Station With Canopy. Requirements: The successful Proposer shall work with the City on layout and placement with regard to the Project at Site 1. Proposer is responsible for providing the following items for a turn key fueling station with canopy: Excavate out a hole to house two (2) New Ellutron double walled underground tanks. One will be a twelve thousand (12,000) gallon for gas, and one will be twelve thousand (12,000) gallon for diesel. The tanks will be held down with dead man anchors. Tanks will be placed in washed pea rock all the way around the tanks and back up to final grade. Set primed carbon steel island with 48” x 48” x 18” tall triangle bollard ends and also include the fiberglass dispenser sumps, where the new Gasboy Atlas X Electronic 1GR/2SI/2HO 20 Gpm for gasoline dispensers. Set primed carbon steel island with 48” x 48” x 18” tall triangle bollard ends and also include the fiberglass dispenser sumps, where the new Gasboy Atlas X Electronic 1GR/2SI/2HO 20 Gpm for diesel dispensers. For activating the dispensers, provide an Islander Prime Fuel Management System and include 600 Mifare Tags. Supply 2HP Variable Speed submersibles in each tank with a fiberglass tank sump around the submersibles, and supply 1-1/2 APT double walled underground piping from the tank sump to the dispenser sumps to make system totally contained. Tank monitoring must include a new TLS 450 Plus with the Pressure line leak detectors, and adding new sump sensors for the tank sumps and dispenser sumps and new interstitial sensors in each tank, and a Tank Probe in each tank, along with an overfill alarm. For spill prevention, must include the double walled below grade spill containers with the overfill shut down. Include Stage 1 Vapor Recovery on the gas product. Provide column canopy with Bronze color under decking, 36” white fascia, and 16 Sloan LED Canopy Lights for over the island area. Furnish all equipment and services for one (1) year to make station fully operational.
