Wright Power Plant Category: Bid Opportunities Status: Closed Description: Sealed Bids will be received by the Department of Utilities of the City of Fremont, Nebraska at the office of the City Clerk, 400 East Military Avenue, Fremont, Nebraska, until 2:00 PM, September 23, 2013 for the furnishing and construction at the City of Fremont, Nebraska, the following: Digital Controls System Upgrade Units 6, 7, and 8 At Lon D. Wright Power Plant Work to commence on or about the time the contract is signed and notice to proceed is issued. All work must be completed by the date indicated on the Bid Proposal Form. Bids received after the above specified time for opening will be returned unopened to the sender. Plans and specifications are available for review at the office of the Public Works Director, 400 East Military Avenue, Fremont, Nebraska, 68025 (Phone 402-727-2636). Each proposal shall be sealed in an envelope marked “Digital Controls Upgrade (DCS) for Units 6, 7, and 8 at the Lon D. Wright Power Plant”. Each bidder shall submit with each proposal a certified check or bid bond by a nationally recognized company, countersigned by a resident agent, payable to the City Treasurer of the City of Fremont, Nebraska, the amount of which shall be not less than five percent (5%) of the bid price and which shall guarantee good faith on the part of the bidder and the entering into Contract within 15 days after notification of acceptance at the price bid. A performance bond in the amount of 100 % of the Contract price will be required of the successful bidder at the time of execution of Contract. Bids will be evaluated by the City, based on quality, time required for completion, and experience of the Contractor. The City reserves the right to select the bid which best suits its needs whether price is the lowest or not, and also reserves the right to reject any or all bids and waive irregularities therein, and all bidders must agree that such rejection shall be without liability on the part of the City for any penalty brought by any bidder because of such rejections; and the filing of any bid in response to this invitation shall constitute an agreement of the bidder to these conditions. Bidders may not withdraw bids for a period of sixty (60) days after the date of the bid opening. The contractor shall complete installation of the Unit 8 upgrade no later than October 24, 2014 with startup and tuning to follow. Unit 6, Unit 7 and Ash System work schedule will be agreed upon by both parties when the contract commences.
