SU-2025/5: Four (4) Building HVAC Renewal
Shippensburg University of the PA State System of Higher Education, Shippensburg Township, Cumberland County, Pennsylvania invites HVAC and Electrical Contractors to download bid documents for this project. The work primarily consists of replacing aging RTUs, split systems, and air-handling units with new high-efficiency heat pump or built-up systems, integrating modern controls, and reusing existing infrastructure where feasible for multi-building HVAC modernization project that includes the Reed Operations Center, Henderson Gymnasium, Shippen Hall, and Lehman Library.
A Pre-Bid Conference, with site visit to follow, will be held on December 16, 2025 at 10:00 AM at Shippensburg University in the Harley Hall Multi-Purpose room which is across from the Reed Operations Center room located in Shippensburg, PA 17257. Pre-Bid Conference is not mandatory, but is highly recommended.

The Bid package is available at no cost via PennBid at https://pennbid.bonfirehub.com/. In order to submit a proposal, interested bidders need to register with PennBid. Registration is a free process that takes only a few minutes. Once registered, bidders may obtain all solicitation documents, receive notification of solicitation updates, and submit and update their confidential bids online.
Questions regarding this project shall be submitted via the “Ask a Question” feature in PennBid. Responses to questions which require changes to the Bidding Documents will be posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.
PennBid provides bid privacy, security and supplier confidentiality, while streamlining the overall procurement process. Although all solicitations are available for public viewing, interested suppliers need to register to be able to submit a bid.
PennBid does not charge a fee to register, however it does charge a modest capped fee of 1/3% for fixed contracts or 1/6% of contract value (+ tax) for term contracts if you are awarded a contract through this platform. There is a minimum award fee of $100 and a maximum of $5,000.
