Print Bid Title: Front Street Reconstruction Project Category: Planning and Codes Status: Closed Description: INVITATION TO BID FRONT STREET INFRASTRUCTURE IMPROVEMENTS CITY OF BELFAST, MAINE/BELFAST WATER DISTRICT RECEIPT OF BIDS The City of Belfast, Maine and Belfast Water District will receive sealed bids at the Belfast City Hall, 131 Church Street, Belfast, Maine 04915 until Tuesday, February 16, 2016 at 10:00 A.M. at which time the bids will be publicly opened and read aloud. PROJECT Work under this project consists of reconstruction of water, sanitary sewer, storm drain and roadway parking areas on a 2100 linear foot section of Front Street, including but not limited to replacement of 2450 LF of waterline, 2875 LF of sanitary sewer, and 3000 LF of storm drain. Also included is installation of roadway, parking, driveway, and sidewalk along Front Street including all gravel, pavement, concrete, traffic control, erosion control, all earthwork and restoration of disturbed areas, and incidentals as required for a complete project. The project must be substantially completed within 240 consecutive calendar days and complete within 270 calendar days after the execution of Notice to Proceed. Box 679, Winterport, Maine 04496 upon receipt of $200.00 for each set, non-refundable, plus $30.00 fee if mailing is required. PRE-BID CONFERENCE A pre-bid conference shall be held Tuesday, January 26, 2016 at 10:00 A.M. at Belfast City Hall, 131 Church Street, Belfast, Maine 04915. BID BOND A certified check or bank draft payable to the Owner or a satisfactory Bid Bond executed by the Bidder and Surety Company in an amount equal to five percent (5%) of the Bid shall be submitted with each bid. No bid may be withdrawn for at least 90 days after receipt of bids unless released by Owner. QUALIFICATIONS OF BIDDER The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein. The successful Bidder will be required to provide both a Performance and a Payment Bond, each representing 100% of the contract value, at the time of contract execution. NON DISCRIMINATION IN EMPLOYMENT AND LABOR STANDARDS Bidders on this work will be required to comply with the President’s Executive Order No. 11246 and amendments or supplements to that Order. All Bidders must submit a signed statement with their bid as to whether they have previously performed work subject to the President’s Executive Order No. 11246, or any preceding similar Executive Order. FEDERAL REQUIREMENTS The Contractor must comply with all Safety and Health Regulations (CFR29 part 1926 and all subsequent amendments) as promulgated by the US Department of Labor on June 24, 1974, the Department of Labor Regulations relating to Copeland “Anti-Kickback Act (18 U.S.C. 874) as supplemented by 29 CFR part 3, Contract Work Hours and Safety Standards Act (40 U.S.C: 327-330) as supplemented by 29 CFR part 5, and Occupational Safety and Health Standards (OSHA) (29 CFR part 1910). The Contractor must comply with all applicable standards, orders, or requirements issued under section 306 of the Clean Air Act (42 U.S.C. 1857(h)), Section 508 of the Clean Water Act (33 U.S.C. 1368), and Executive Order 11738. Contractors are required to become familiar with the requirements of these Regulations. This project is subject to Davis-Bacon Wage Rates. The successful Bidder must also comply with Economic Development Administration (EDA) and State of Maine Drinking Water Program (DWSRF) requirements for this project. DISCLAIMER This project is funded by the State of Maine Drinking Water Program State Revolving Loan. Neither the State of Maine nor any of its departments, agencies or employees is or will be party to this contract. The word “Agency” in the Standard General Conditions and the Owner-Contractor agreement refers to the State of Maine Drinking Water Program and U.S. Economic Development Administration. DISCLOSURE OF FEDERAL PARTICIPATION Any contracts awarded under this advertisement for Bids will be funded in part by a grant from the U.S. Department of Commerce Economic Development Administration (EDA). The total amount of federal funding included in the project financing will be $1,900,000 which represents a portion of the total project costs to include design, construction, project inspection, and management of the project. Neither the United States or any of its departments/agencies, or employees is or will be a party to this advertisement or any resulting contract. DRINKING WATER STATE REVOLVING LOAN FUND REQUIREMENTS Bidder shall comply with Davis-Bacon Wage Rates and Related Acts. Bidder shall comply with Minority and Woman Business Enterprises Requirements (1.64% WBE, 0.64% MBE) as described in Section 02852. AWARD OF CONTRACT The Owner reserves the right to reject any or all bids, to accept any bid that it deems to be in its best interests, and to waive any irregularities in bidding. Joseph J.
