This is a sources sought synopsis for the General Services Administration (GSA), Public Buildings Service (PBS), Facility Management West. This is not a solicitation announcement, and there is no request for proposal or related documents. This synopsis is a means of market research to, in part, identify small businesses interested in this opportunity with the technical capabilities and resources to perform the work. Additionally, information gathered from market research may be used to assess the competitive environment, method of solicitation, interest from potential sources, type of contract, content of the solicitation, method of evaluation, and type of set-aside used in the procurement, if any. Furthermore, information gathered from this sources sought notice may be used for any other planning purposes and decisions about the procurement process.This sources sought shall not be construed as a request for proposal nor as a commitment by the Government. Any information described in this sources sought notice is subject to change at the sole discretion of the Government.Place of PerformanceTSA-Ted Stevens International Airport, Anchorage, AK 99502Anticipated Period of PerformanceBase Year: May 1, 2026 - April 30, 2027SOption Year I: May 1, 2027 - April 30, 2028Option Year II: May 1, 2028 - April 30, 2029Option to Extend Services on a Monthly Basis: May 1, 2029 - October 31, 2029General Description of Anticipated Scope: GSA, PBS has an existing custodial and related services contract in place at the Ted Stevens International Airport, Anchorage, AK. The services under the existing contract include a variety of custodial services performed between the hours of 7:00 a.m. and 6:00 p.m., 7 days a week, 365 days a year, including holidays. The property hours of operation is 24 hours a day / 7 days a week. The method of delivery of these services is through a performance based work statement (PWS). The PWS requires the contractor to submit a staffing plan, cleaning plan, and quality control plan to provide its solution to satisfy the outcome based requirements of the PWS. Generally, the contractor is responsible for--cleaning of interior surfaces and fixtures;removal of waste from receptacles;vaccuming carpets and extraction of materials from carpets;dusting of interior space;floor maintenance in accordance with manufacturer's recommendations; andinterior and exterior window washing.The PWS includes the cleaning of offices, conference rooms, training rooms, and breakrooms (general description of the types of spaces and not an all incusive list). The cleanable square footage of the space is approximately 5,000 square feet.Contract Type: The anticipated type of contract is a firm-fixed price contract. The project method of delivery is through performance-based work for custodial services.NAICS: The NAICS codes for this procurement is 561720, Janitorial Serivces, with a size standard of $22.0 million.Subcontracting: In accordance with FAR 52.219-14, Limitations on Subcontracting, contractors must perform at least 50 percent of the cost of the contract.Set-Aside. The Government intends to use the information from this sources sought notice and other market research to guide its decision about any type of set-aside.Method of Evaluation: The Government intends to evaluate proposals though a best value selection and tradeoff process. Factors that may be evaluated include staffing plan, past performance, relevant experience, and price. It is anticipated that selection will be made based on the proposal that represents the best value to the Government.
