The US Environmental Protection Agency (EPA), Office of the Chief Procurement Officer (OCPO), Land, Enforcement, and Air Division (LEAD), Office of Air and Radiation Procurement Branch (OPB), under the authority of FAR Parts 12 and 13, is hereby submits a solicitation to award a sole source, Firm Fixed-Price Purchase Order via FedConnect for Gusmer Cellulo 4" Polyester Air Filter Disc for Office of Air and Radiation (OAR), National Analytical Radiation Environmental Laboratory (NAREL), Radiation Network Monitoring System (RADNET) provided by H.C. Warner Inc. (small business, DEATBKJXAXM7). The services shall furnish uses these custom filters because they permit uninterrupted high-volume air sampling for over one continuous week without operator intervention(s). No other filter is known to provide this required capability. The EPA's NAREL RADNET air filter program consists of high-volume air monitoring stations in over 100 locations throughout the United States. The monitors collect particulate from the air on air filters, which are then analyzed in a laboratory to determine the type and quantity of radioactive material collected. Any change in filter composition could invalidate the evaluation of long-term trends in the data from the laboratory analyses of these air filters.
The period of performance for this effort will be a 4-month base period, and the total estimated value is $197,300.00.
This sole source contracting action is pursuing a waiver from placing an order on a competitive basis under FAR 13.106 for the aforementioned requirement based on the application of FAR 13.106-1(b)(1)(i).
