Upgrading of the existing Westwoods Subdivision Storm Water Management Pond with portions located in County owned public open space, DelDOT right-of-way, and county owned access easements. Work will include but not limited to: clearing and grubbing, removal of trees, replacing the existing discharge barrel with 24” reinforced concrete pipe, installation of a concrete cradle, flared end sections, filter diaphragm, riprap, grading of the pond side slopes, backfilling and compaction of embankment, planting of trees and shrubs, installation of erosion and sediment controls in accordance with the contract specifications and drawings. The work is located within the Westwoods Subdivision along Westwoods Boulevard in Hockessin, Delaware. Sealed bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Read’s Way, New Castle, DE, 19720, telephone (302) 395-5250 until 2:00 p.m. Tuesday, December 23, 2014, when they will be opened and read publicly. Bid envelopes shall carry a clear notation “Westwoods Stormwater Management Pond Upgrade” Contract No.: 2015-05, Bid #15-1509. Plans and Specifications may be obtained in the William J. Conner Building, 187-A Old Churchmans Road, Room 063, New Castle, DE, 19720, telephone (302) 395-5749, on and after November 05, 2014 upon payment of $25.00 (non-refundable). Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10 percent of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest and best responsible bidder. The County reserves the right to reject all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The CRC form, if not already submitted, must also be included with your submission. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. CONTRACTORS RESPONSIBILITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services Contract expected to exceed $100,000 are required to complete and submit a Contractor Responsibility Certification form. This form should be submitted as soon as possible but in all cases must be received no later than the advertised date for bid submittals. Failure to submit the form by that time shall result in the County’s inability to consider your bid for award. Please be advised that failure to thoroughly and accurately complete the form may also result in the County’s inability to consider your bid for award. The form is available at www.nccde.org. PREQUALIFICATION New Castle County will only accept bids from contractors prequalified with the County in the Category “B,” Site Work. Prequalification applications/updates for this project must be received by the Chief of Project Management, 187-A Old Churchmans Road, New Castle, DE 19720 by 4:00 p.m. on November 25, 2014. PREBID MEETING There will be pre-bid meeting at 1:30 p.m. on November 18, 2014 in the General Meeting Room of the William J. Conner Building, 187-A Old Churchmans Rd., New Castle, DE.
