REQUEST FOR INFORMATION (RFI) — MARKET RESEARCH ONLY
1. Purpose
This Request for Information (RFI) is issued solely for market research and planning purposes in accordance with FAR Part 10.
This notice:
- Is NOT a solicitation
- Does NOT constitute a Request for Proposal (RFP) or Request for Quote (RFQ)
- Does NOT obligate the Government to issue a solicitation or award a contract
Responses are voluntary and will be used to determine acquisition strategy, including potential small business set-aside decisions.
2. Requirement Overview
The Government is seeking information from qualified vendors for the following:
Project Location: Federal Correctional Institution (FCI) Atlanta, located at 601 McDonough Blvd SE, Atlanta, GA 30315. FCI Atlanta is a low security correctional institution.
Objective: Establish a Career & Technical Education (CTE) training center within FCI Atlanta, a federal prison. The training center will deliver high-quality, industry-based learning experiences to individuals serving federally imposed sentences, equipping them with skills and certifications necessary for employment readiness and successful community reintegration.
CTE Programs: Seeking a vendor specializing in CTE certification instruction and exam proctoring. CTE Programs must be in fields with livable wages and a workforce demand. CTE programs must prepare students to have job-ready skills upon program completion. The vendor must be authorized and able to provide CTE services to include program curriculum, instruction, and certification.
CTE Classes: CTE classes will be held in classrooms and training labs. Class sizes must accommodate up to 20 students. Class instruction time is limited to no more than 6 hours per day, Monday-Friday (excluding federal holidays), in order to accommodate the needs of the institution.
CTE Certifications: CTE program outcomes must result in a national and/or industry recognized certification classifying the individual completing the program to have achieved adequate job-skills and/or employment readiness. All CTE programs submitted will be reviewed and considered.
CTE Program Proposals: Example CTE Programs are listed on the accompanying excel spreadsheet in no preferential order. Please add more rows for additional proposed CTE programs that your company can provide onsite at FCI Atlanta.
All submitted CTE programs will be reviewed and considered.
3. Set-Aside Market Research
The Government is conducting market research to determine the availability of capable small business concerns and to support a potential set-aside decision in accordance with FAR Part 19.

Capability Statement:
- Relevant experience performing similar services
- Description of technical capabilities

- Staffing approach and qualifications
Acquisition Feedback:
- Recommended contract type
- Suggested NAICS code
- Comments on industry standards or risks
- Rough order of magnitude pricing information per student
