The successful bidder shall furnish all labor, materials and equipment necessary for completion of the project. MATERIALS INCLUDE: White and Yellow fast drying traffic paint meeting Wyoming Department of Transportation (WyDOT) Specifications. WORK DESCRIPTION: 1) Painting crosswalks, stop bars and parking lines. 2) Painting edge lines and center lines (long lines). A hard copy requires a payment of $10.00 for each set; non-refundable. Registration at the office of the City of Evanston Public Works Dept. is required to receive full bidding documents and to indicate residency status. WYOMING STATE STATUTES apply to the bidding and construction of Public Works Project(s): W.S. 15-1-113; 5% Bid Bond required. W.S. 16-6-102; 5% Resident Contractor Preference. W.S. 16-6-104; 5% Wyoming Materials and Suppliers Preference. W.S. 16-6-112; Performance Guarantee. W.S. 16-6-201 – 16-6-206; Resident Labor Preference. W.S. 27-3-502(f) Registration with taxing authority. RESIDENT PREFERENCE(S): In order to receive a five percent (5%) resident preference, resident contractors and material suppliers must be state certified and receive a certificate of residency. When obtaining project bid documents, resident contractors and suppliers must indicate their residency status by providing their residency certification number. Certified resident suppliers shall submit a list of supplies and materials, specific to the project, which qualify to receive preference along with company contact names and phone numbers. REQUIRED RESIDENT LABOR ON PUBLIC WORKS PROJECTS; EXCEPTION: (a ) Every person who is charged with the duty of construction, reconstruction, improving, enlarging, altering, or repairing any public works project or improvement for the state or any political subdivision, Municipal Corporation, or other governmental unit, shall employ only Wyoming laborers on the project or improvement. Every contract let by any person shall contain a provision requiring that Wyoming labor be used except other laborers may be use when Wyoming laborers are not available for the employment from within the state or are not qualified to perform the work involved. The contract shall contain a provision requiring specific acknowledgement of the requirements of this section. A person required to employ Wyoming laborers may employ other than Wyoming laborers if: (i) That person informs the nearest state workforce center of his employment needs at least eleven (11) days before work is commenced; and (ii) The state workforce center certifies that the person’s need for laborers cannot be filled from those Wyoming laborers listed with the Wyoming department of workforce services. The department shall respond to a person’s request for certification within ten (10) days of the date the information is filed.
