Print Bid Title: Design and Technical Assistance for Developing Complete Street Design Guidelines and Road Typologies Category: Planning Status: Closed Additional Status Information: Deadline Extended to May 23nd, at 4:30 pm Description: The City of Montpelier maintains over 55 miles of roads and 25 miles of sidewalks and planning for multiple modes of transportation and developing a Complete Streets Plan has been a goal of the City Council since the City adopted its Master Plan in 2010, and readopted in 2015. Montpelier is committed to providing safe and accessible modes of transportation for every citizen and visitor. Each year the City has taken active steps to develop the foundation for a comprehensive complete streets plan to address bicycles, pedestrians, vehicles, and mass transit opportunities while addressing Stormwater management opportunities to increase the City’s resilience. The City is now looking for an overall plan that looks at all user and balances conflicting needs (such as on-street parking and bike lanes) which, when built will create a complete street system. The City of Montpelier has limited resources, multiple needs, and a high level of citizen participation. It is a community that is dedicated to improving the experience of residents, visitors, and daytime employees and working toward the goals of recent complete streets legislation. However, with multiple forms of transportation vying for limited space in the public right of way there must be compromise and planning in order to maximize the benefit to the largest number of people. The street typology framework will identify and categorize streets in Montpelier based on the needs of all users, and in consideration of the land use context. Street users and activities include, but are not limited to: pedestrians, bicyclists, transit, motorists, deliveries, trucks, on-street parking. Due to constraints inherent in the finite nature of street rights of way, priorities will likely need to be identified as a part of the street typology. The next phase of the project will identify current conditions and deficiencies and apply the street typologies into the capital improvement plan (CIP) budget. Publication Date/Time: 4/21/2016 12:00 AM Closing Date/Time: 5/23/2016 4:30 AM Miscellaneous: The following questions were submitted regarding the City of Montpelier’s RFP for Design and Technical Assistance for Developing Complete Street Guidelines and Road Typologies. The City is extending the deadline for submissions an additional week and responses are now due on May 23, 2016 at 4:30 p.m. Any additional questions or clarification can be directed to Community Development Specialist Kevin Casey via email : kcasey@montpelier-vt.org 1. The planning stages involve collecting existing and near-term information. Should the street typologies be based on the existing data or long-range plans (including transit demand, etc.)? ANSWER: Street Typologies should be based on idealized conditions. If the time or funding permits then the City would be interested in mapping the typologies to help inform long range planning and Capital Improvement Plans. 2. Question: Existing conditions: It is unclear as to what level of information is currently collected and available and what might need to be collected. For example, are there AADTs, speed data, hourly traffic counts, bike and ped. counts, and roadway dimensions and utility information available for all study segments? If not, how much of the data might need to be collected through the study? ANSWER: It is not our sense that a great deal of traffic data will be needed beyond what is readily and customarily available to transportation planners. If you believe you would need detailed data you should provide for those costs in your proposal. Meetings – the RFP sets the expectation that many existing committees and other stakeholders will need to be engaged in this project. For example: "As every stakeholder group and committee has different and sometimes conflicting goals, intensive input will be needed to ensure all stakeholders have been heard." Meetings are an important way to obtain direct feedback from the community when run properly. This requires preparation, meeting time, and responding. Sometimes it requires several meetings and also joint meetings with groups that may have conflicting points of view. 3. Question: Might a line item cost be established for meetings? ANSWER:You can organize your budget and workplan as you feel necessary to accomplish the goals of this project. If you would like to call out meetings that is your choice. 4. Question: Or perhaps the project manager could help determine number and organization of attendees? ANSWER: This will be determined in collaboration between the steering committee and the consultant. 5. Question: We want to understand the City’s intention in this, as meetings can be time- and preparation-intensive, which inevitably will drive up the cost of the project to the City. Can you provide a range of the number of meetings you expect the contractor to attend over the duration of the project? ANSWER: The number of public meetings will be predicated on the ability of the consultant to explain the goals and objectives to the key stakeholders.. It is important to note that the City has very active and engaged volunteer committees including bicycle, pedestrian, parking, and Transportation Committees that will be actively engaged with representatives on the project Steering Committee. City Staff will assist the consultant in the public outreach component through its extensive social media and conventional media networks. 6. Question: Regarding the project website, is it expected that the contractor will develop a standalone website hosted on a non-City server; or, will the City provide a web portal on the City’s website where information and documents can be posted? ANSWER: The City will provide the website. 7. In light of the question above regarding meetings, and the projected duration of the project (18 months) can the City provide us with the project budget? ANSWER: We have a grant from the state for $50,000.00 which the city believes is sufficient to complete the project.
