This PROJECT IS A REQUEST FOR PROPOSAL and includes ELECTRICAL CONSTRUCTION.
PROJECT TITLE: SCI Chester - Electrical Upgrades.
ESTIMATED RANGE: .4 Electrical – $4,000,000 - $5,000,000
LIQUIDATED DAMAGES = (.4) $2,000.00 per day.
There is no Bid Guaranty required for this Project.
DATE FOR RECEIVING PROPOSALS IS TUESDAY, MARCH 17, 2026, AT 2:00 P.M.
A PRE-PROPOSAL CONFERENCE has been scheduled for Thursday, February 26, 2026, at 11:00 A.M., at outside the "boiler Building", 500 E. 4th Street, Chester, Pennsylvania 19013. All potential proposers are invited and urged to attend this Pre-Proposal Conference.
CLIENT AGENCY REQUIREMENTS: The Centralized Clearance Form needs to be submitted at least five days prior to visit. Please ensure all boxes are marked N/A in the boxes that do not apply as they will be rejected if not fully filled out. Reminder that phones and laptops are not permitted in the facility but in the powerhouse, they will be allowed. Pictures can be provided by DOC upon request. Paper and pens are acceptable.
The Department of General Services Capital Programs and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. In addition, there will be no points allocated toward SDB/SB participation for this procurement. This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Capital Programs. Proposers now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Request for Proposals section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information.

Electrical Construction
Mailed proposals must be received by the Department of General Services in the Lobby of the Arsenal Building, 1800 Herr Street, Harrisburg, PA, prior to the Proposal Submission Deadline Date and Time regardless of method of delivery used. No proposal shall be considered if it arrives after the Proposal Submission Deadline, regardless of reason for the late arrival. All envelopes containing proposals must be clearly marked “PROPOSAL” and must include the address of the Proposal Submission location, the assigned contract, the proposer’s name, address, project name, project number and the Proposal Submission Deadline Date and Time. Mailed proposals include proposals submitted through the United States Postal Service or through an express mail service. If the prospective proposer chooses the USPS as the method of delivery, please note that the USPS does not deliver directly to the Department of General Services, it is delivered to a processing area. Therefore, please allow an additional seven (7) calendar days for delivery. Proposals delivered in person by the proposer or through an authorized representative will be received by the Department of General Services, in the Lobby of the Arsenal Building, 1800 Herr Street, Harrisburg, PA 17125 from individuals presenting picture identification and providing evidence of his/her authorization from the proposer to deliver the proposal on behalf of the proposer, no later than the Proposal Submission Deadline.

THE COMMONWEALTH IS RESPONSIBLE FOR ENSURING THAT EVERY PENNSYLVANIA WORKER HAS A SAFE AND HEALTHY WORK ENVIRONMENT AND THE PROTECTIONS AFFORDED THEM THROUGH LABOR LAWS. THE BIDDER MUST CERTIFY THAT THEY ARE IN COMPLIANCE WITH ALL APPLICABLE PENNSYLVANIA STATE LABOR AND WORKFORCE SAFETY LAWS BY SUBMITTING TO THE DEPARTMENT A WORKER PROTECTION AND INVESTMENT CERTIFICATION FORM WITH THEIR BID OR PRIOR TO THE AWARD OF THE CONTRACT.
