Description

The Pennsylvania Department of Corrections (DOC) is required to provide all incarcerated individuals in its custody with comprehensive health care services as well as psychiatric services which are equivalent to those available to the public. The DOC currently provides psychiatric, nursing, dental, medical records staffing, and administrative services directly to the institutions, with the exception of nursing and medical records staffing at SCI-Chester and SCI-Pine Grove.
This RFP is made up of three lots:
Lot 1 - Health Care Staffing and Services
Lot 2 - Psychiatric Staffing and Services, and
Lot 3 – Comprehensive Healthcare Staffing and Services.
Offerors may propose on an individual lot or any combination thereof, but Offerors MUST SUBMIT a separate and complete proposal (Technical Submittal, Small Diverse Business packet, Veteran Business Enterprise packet, and any required supporting documents as well as a complete Cost Submittal) for EACH lot for which it plans to propose an offer. Offeror shall indicate the respective lot number of ALL proposal documents. Offerors who plan to propose on Lot 3 only will need to upload a blank Word document to satisfy the “required” field.
There is Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) Participation for Lot 1 and Lot 3. There will be an Information Session that Offerors are encouraged to attend. The SDB and VBE Goal Information Meeting will be held via Teams on Friday, December 19, 2025 @ 9:00am EDT. Offerors who wish to attend shall submit their RSVP via email to Sonya Schurtz @ sschurtz@pa.gov no later than 11:00am, Thursday, December 18, 2025.
