General InformationThe County of Hoke (hereafter “County”) has been awarded funding through the North Carolina Department of Transportation (NCDOT) to complete the design and engineering of a new pedestrian trail system as part of the Hoke Walks initiative. The project area is located behind the James A. Leach Aquatic and Recreation Center at 5215 Fayetteville Road, Raeford, NC. The proposed trail system will connect to Beaumont Court and Chamberlin Boulevard, enhancing non-motorized connectivity within the area.The County is soliciting sealed proposals from qualified engineering firms to provide professional design services for the trail project in accordance with NCDOT and Federal Highway Administration (FHWA) requirements.2. Scope of WorkThe selected consultant shall provide full design and engineering services, including but not limited to:• Field surveying, topographic mapping, and geotechnical review• Trail layout and design consistent with NCDOT and AASHTO standards for multi-use paths• ADA compliance and environmental sensitivity• Trailhead and wayfinding considerations• Drainage and erosion control planning• Utility conflict identification• Design for tie-ins to Beaumont Court and Chamberlin Boulevard• Coordination with County staff, public stakeholders, and NCDOT Division 8• Cost estimating, phasing, and construction drawings suitable for bidding• Support during permitting and pre-construction review________________________________________3. Project Location• Primary Location: Behind the James A. Leach Aquatic & Recreation Center (5215 Fayetteville Rd, Raeford, NC 28376)• Trail Connections:o Beaumont Courto Chamberlin BoulevardTrail alignment is to be determined during the design phase but must remain within county-owned or approved easement areas.4. Funding SourceThis project is funded through an NCDOT-administered grant and is subject to federal and state procurement rules, including:• NCDOT’s Locally Administered Projects Program (LAPP)• Title VI of the Civil Rights Act of 1964• Uniform Administrative Requirements (2 CFR Part 200)• Buy America and Davis-Bacon compliance (if applicable)5. Proposal Submission RequirementsFirms must submit five (5) hard copies and one (1) digital PDF containing:• Cover Letter• Firm qualifications and relevant experience• Key personnel with resumes and availability• Detailed project understanding and proposed methodology• Recent similar projects and references• Project schedule with milestones• Hourly rate and fee proposal (in separate sealed envelope)• Required certifications and forms (Section 7)6.
