Print Bid Title: CMR Services, Drinking Water Intake Improvements Category: City of Pierre Projects Status: Closed Description: Request for Qualifications Construction Manager at Risk (CMR) Services The City of Pierre is soliciting Construction Manager at Risk (CMR) Services from firms interested in providing preconstruction services to include design phase assistance and cost estimates, and potentially construction services through complete construction, of Drinking Water Intake Improvements in Missouri River near 924 West Sioux Avenue, Pierre, South Dakota 57501. The City is seeking design and construction of a Permanent Permitted Intake Screen. The CMR services will be contracted generally using AIA Document A133. The Owner will work with the design and construction team for the most advantageous project scheduling, but in general it should fit within the time frame of October 9, 2025 with onsite construction complete within 8 months. Firms wishing to be considered for providing professional CMR services for this project should send a Statement of Qualifications which include: Examples of past projects with similar size and/or scope. Resumes of key personnel/ subconsultants who will be assigned to this job for the duration of the project. Explanation of innovative ideas (via examples or methods) which positively impact cost, quality, schedule, and/or value. Explanation of processes to maintain a "transparent" structure for bidding and estimating and methods used to ensure qualified, yet cost competitive, subcontracted work. Approach to establishing the GMP at no less than 65% of Design/Development and plan to maintain same throughout completion. Owner contact information for last three comparable CMR projects completed. Approach for determining compensation structure for preconstruction/construction services. Evaluation of the proposals will be based on qualifications as Construction Manager at Risk according to ranking criteria below: 1. Particular expertise, capabilities, and technical competence as demonstrated by the proposed approach and methodology to meet the project requirements including special project constraints (30%); 2. Resources and personnel available to perform the work, including any specialized services, within the specified time limits for the project (20%); 3. Record of past performance including price and cost data from previous projects, quality of work, ability to meet schedules, cost controls, historic change order percentage, and contract administration (20%); 4. Knowledge of local or regional conditions (25%); and 5. Familiarity and ability to utilize local resources (5%). 6.
