WORK DESCRIPTIONTitle: DOGRM Safey Review 2026Purpose: To review, evaluate, and develop safety protocols for the Ohio Department of Natural Resources Division of Oil & Gas Resources Management (DOGRM) through the following work tasks: Review and further develop a comprehensive safety plan for the Division Review and further develop Division staff and contractor training requirements and training plan Review and further develop Division safety policies PPE Review Division Hazard Assessments Additional policies identified and developed Provide recommendations for enhanced personnel communication abilities in poor cellular service areas Evaluate and develop or refine the Orphan Well Program safety protocols pertaining to: Scope of Work (SOW) language for plugging projects Emergency Response Plan template for projects OSHA/BWC requirements for staff and plugging contractors Field work Reporting requirements Identify current safety risks and compliance issues for the Division and the Orphan Well Program Identify safety solutions for the Division and the Orphan Well Program Timeline: May 1, 2026 through June 30, 2027 (Start date is tentative based on award and executed contract) Bidding contractors shall provide estimated allotments for: Travel: In a not to exceed amount with a detailed description of how charges will be invoiced including units tracked. Lodging: In a not to exceed amount with a detailed description of how charges will be invoiced including units tracked. Supplies: In a not to exceed amount with a detailed description of how charges will be invoiced including units tracked. Personnel: Staff shall be identified in the proposal by position title with an hourly rate and an estimate of the percentage of time associated to the position for the contract’s personnel time. Percent time spent on the contract for all positions identified shall total one hundred percent. Deliverables: Deliver comprehensive documented recommendations, redlines of existing documents, and final proposed documents (plans, policies, and forms) for the Orphan Well Program items defined in this Scope of Work Purpose in 90 days. Conduct a meeting to review recommendations and documentation. Provide additional guidance or recommendations upon request from the Division up to the contract termination date. Qualifications: The company shall provide acceptable references for 5 previous projects with similar work products for upstream oil and gas companies or regulatory agencies. Evaluations: The contract will be awarded to the lowest responsive and responsible bidder as determined by the State. The Contractor must provide Deliverables under this Contract F.O.B. Destination/Pre-Paid/Allowed. The place of destination will be specified by the Ordering Agency on the agency’s purchase order or other ordering document. Cost of the freight must be borne and paid by the Contractor unless otherwise stated.All risk of loss, regardless of the cause, will remain with the Contractor until title to the Deliverable passes to the State. Unless otherwise provided in this Contract, the State will determine whether the Contractor provided each Deliverable required in this Contract and has fully met all work requirements of this Contract. Title to any Deliverables will pass to the State on Acceptance of the Deliverable. The contract will be awarded to the lowest responsive and responsible bidder as determined by the State.
