- Property Management
- Supply Management
- Freight Traffic
- Transportation Operations
- Move Operations
- Mail Processing
- Special Events
- Airport Courier
- Metrology

These services will be provided until a follow-on contract is awarded, which is not anticipated to exceed twelve (12) months past the current contract end date of March 31, 2026. The anticipated contract structure of this extension will be an initial three-month extension, and then nine (9) optional one-month extensions for a total of up to twelve (12) months.
NASA GRC intends to issue a sole source contract via an extension to the current TIALS II contract with Alcyon Technical Services (ATS) JV, LLC to acquire the listed services. Only ATS has the capability to provide essential support services with no lapse in service in the areas of logistics services and metrology/calibration services required at GRC. This extension will be completed under the authority of FAR 6.302-1(a)(2)(iii).
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Rita K. Dickens, Contracting Officer at rita.k.dickens@nasa.gov not later than 4:00pm Eastern Time (ET) on March 1, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf

BidPulsar Analysis
A practical, capture-style breakdown of fit, requirements, risks, and next steps.
NASA Glenn Research Center (GRC) posted an intent to sole source an extension to the Technical Information, Administrative, and Logistics Services II (TIALS II) contract to Alcyon Technical Services (ATS) JV, LLC. The extension covers logistics services and metrology/calibration-related functions (including property/supply management, freight/transportation, move operations, mail processing, special events, airport courier, and MTE instrument pool support). NASA states the bridge period is not anticipated to exceed twelve (12) months beyond the current contract end date of March 31, 2026, structured as an initial three-month extension plus nine optional one-month extensions. Interested firms can submit capabilities/qualifications by email to the Contracting Officer to be considered only for whether NASA should compete the requirement rather than proceed under FAR 6.302-1(a)(2)(iii).
Maintain uninterrupted essential support services at NASA GRC—specifically logistics services and metrology/calibration services—by extending the current TIALS II contract (bridge) until a follow-on contract is awarded, with NASA asserting only the incumbent (ATS) can provide these services with no lapse in service.
