Print Bid Title: Zero Turn Mower Category: Parks Department Status: Open Description: The City of Emporia is accepting proposals for one new zero turn mower with blower bagger and mulch kit with blades. All prices are to be F.O.B. Emporia, Kansas. The City will consider, as an alternate, non-current year models and/or demonstrator models that meet the general intent of the enclosed specifications. Vendors bidding more than one unit, please use separate specifications sheets for each unit bid. Quotation sheets have been enclosed for your completion and return. Please return your proposal to the City of Emporia Park Department, 75 Soden Road, PO Box 928, Emporia, Kansas 66801, no later than 10:00 a.m. on February 27, 2026. GENERAL TERMS AND CONDITIONS FOR VENDORS Vendor: The general rules and conditions which follow apply to all purchases and become a definite part of each invitation for proposal, invitation to bid, purchase order or award issued by the City Purchasing Agent, unless otherwise specified. Bidders or their authorized representatives are expected to fully inform themselves as to the conditions, requirements, and specifications before submitting bids; failure to do so will be at the bidder’s own risk and he/she cannot secure relief on the plea of error. Proposals: Proposals shall include all the items listed in the cover letter, and the proposed price shall be on the sheet provided by the City in this document. The bidder should retain one copy for their files and submit one signed copy no later than 10:00 a.m., February 27, 2026. Envelopes containing quotations are to be marked “MOWER PROPOSAL”. Quotations are to be returned to the City of Emporia Park Department, Attn: Joshua Nelson, 75 Soden Road, PO Box 928, Emporia, KS 66801. Late Bids: Formal bids, amendments thereto, or request for withdrawal of bids received by the City after time specified for bid opening will not be considered. Freight on Board: All prices are to be F.O.B. Emporia, Kansas or destination as specified by the City in the following documents. Bids Binding 60 Days: Unless otherwise specified all formal bids submitted shall be binding for sixty (60) calendar days following bid opening date, unless the bidder(s), upon request of the City, agrees to an extension. Rejection of Bids: The City reserves the right to accept or reject any or all quotations, or parts thereof. Payment Terms: The City pays for materials received on or near the tenth (10th) day of the following month after delivery of goods or services, unless otherwise stated in the specifications. Tax Exemption: The City is exempt from all local, state, and federal taxes. Liquidated Damages: The City reserves the right to assess a late penalty of up to 2 percent per day, unless otherwise specified, if the commodity or service is not delivered within the time period agreed upon. Multiple Bids: Bidders will be allowed to offer more than one price on each item if they feel that they have two or more types or styles that will meet specifications; this does include demonstrator models and last year’s models. Bidders must submit separate proposal forms for each of the multiple bids. Resident Bidders – Preference: The City reserves the right to award bids to local vendors if it is deemed to be in the best interest of the City. Pre-Bid Conferences: Pre-bid conference will be held if requested by bidders. Non-discrimination: As per Kansas Statute Number 44-1030, no contractor who is the recipient of City funds, or who proposed to perform any work or furnish any goods under this agreement shall discriminate against any worker, employee applicant, or any member of the public because of religion, race, age, sex, color, or national origin nor otherwise commit a discriminatory employment proactive. Contractor further agrees that this article will be incorporated by Contractor in all contracts entered into with suppliers of materials or services, contractors, and sub-contractors and all labor organizations, furnishing skilled, unskilled and craft union skilled labor, or who may perform any such labor or services in connection with this contract. Fax Bids: Faxed sealed bids are not recommended but are acceptable under the following conditions: Faxes are to be sent to the Park Department at (620) 341-4367; faxes are to be clearly marked “MOWER PROPOSAL”. Vendors may choose to call (620) 341-4365; to verify the fax transmission. The City will take special care to protect the bid documents so that the integrity of the “bid” process is not violated. Remember, use of the fax in these instances could compromise the secrecy of the pricing, therefore sealed envelopes mailed or delivered are preferred. Bonds: Bidders must consult the City of Emporia’s Purchasing Manual for bond requirements. Insurance: Bidders must consult the City of Emporia’s Purchasing Manual for insurance requirements.
