Print Bid Title: Waite Park Water Treatment Plant Emergency Filter Rehab Category: Public Works Status: Open Description: Section 001113 Advertisement for Bids Electronic Bids for the Waite Park Emergency Filter Rehab (Project) for the City of Waite Park, MN, will be received until 2:00 p.m. CST on June 24, 2026 via QuestCDN vBID System for the furnishing of all labor and material for the construction of the Emergency Filter Rehabilitation project. Decription of Work: The Work shall be completed under one (1) contract consisting of all labor, skill, and materials required to properly construct the Project. The Project generally consists of the following Construction Contract: Removal and replacement of the filter media and filter underdrains at the WTP and associated inspection and cleaning. _______ Pre-Bid Conference: A Pre-Bid Conference will be held at 10:00 AM CST on June 4, 2026 at 433 Waite Ave. N, Waite Park MN 56387. All prospective Bidders that complete a Bid Form are recommended to attend the Pre-Bid Conference. Minimum Bidder Qualifications: Bidders shall meet the minimum qualifications as specified in Specification Section 00 45 13 – Bidder Qualifications Form of the Project Documents. All Bidders must certify they are a Responsible Contractor by signing a certification form stating they meet the minimum requirements under Minnesota Statute 16C.285. This form can be found in Specification Section 00 43 29 – Responsible Contractor Verification Form of the Project Documents. Bid Security: Each Bid shall be accompanied by a Bidder’s Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Minnesota, payable to the City of Waite Park, in a sum equal to five (5) percent of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract within fifteen (15) calendar days of Notice of Award in accordance with the terms of the principal’s Bond and a contractor’s Bond as required by law and the regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. Project Funding: The City of Waite Park shall be funding this project themselves. Therefore, BABA/AIS requirements shall not apply to equipment or products procured under the BABA Act. Bidding Documents: Complete digital Project Bidding Documents, pursuant to which labor, materials, or services must be furnished, are available at www.AE2S.com or www.questcdn.com. You may download the digital Bidding Documents for $50.00 by inputting Quest project #10185272 on the website’s Project Search page. An optional digital format on USB may be purchased for a charge of $100.00 or paper copies of the Bidding Documents may be obtained for $500, for each set of documents requested, from the issuing office of the Engineer, AE2S, 6901 East Fish Lake Road, Suite 184, Maple Grove, MN 55369. Each set of Bidding Documents will include the Project Manual and one (1) complete set of 11x17 inch Drawings. All costs associated with preparation of Bids shall be borne by the Bidder. All costs for either digital or paper copies of the Bidding Documents are NON-REFUNDABLE. Substitute and “Or-Equal” (or “Prior Approved Equivalent”) Items Bidders shall submit a qualification package at least seven (7) calendar days prior to the date of receipt of Bids for each proposed "Prior Approved Equivalent" manufacturer or supplier not already listed as an acceptable or approved “manufacturer” or “suppler” in the specifications, which the Bidder proposes to furnish. Refer to Specification Section 00 26 00 – Procurement Substitution Procedures for the required procedures for proposing substitute items by manufacturers or suppliers not listed in the specifications. Failure to furnish the qualifications package as outlined in Specification Section 00 26 00 – Procurement Substitution Procedures per the above timeline requirements shall be cause for rejection of a proposed alternate item for us on this Project. Owner’s Rights Reserved: All Bids will be made on the basis of cash payment for such Work. The Owner reserves the right to reject any or all Bids, waive any informalities in the Bids received, and further reserves the right to award the Contract in the best interest of the Owner. The Owner reserves the right to hold the three (3) lowest Bids for a period not to exceed sixty (60) calendar days after the date of Bid opening. Completion of Work: The Work shall have the following completion dates: Substantial Completion: June 21, 2027. Final Completion: July 21, 2027.
