The purpose of amendment no. 4 is as follows:

(1) To establish the due date/time for the re-negotiated revised proposal submission (see attached email from CO); and

THIS AMENDMENT CHANGED THE RESPONSE/SUBMISSION DUE DATE/TIME TO 11:59 PM ES, TUESDAY, FEBRUARY 3, 2026.
