Description
This contract action is for services for which the Government intends to execute a Justification and Approval under the authority of FAR 6.302-1 to the current contract N33191-25-C-6015 D-B Helipad in Cyprus to incorporate additional scope for Helipad Parking Apron. Without this limited source action there would be an unreasonable constraint in the Agency’s ability to complete the required work for a fully function facility, which in turn will compromise mission readiness, diminish airfield safety and capabilities, and will delay the availability of required facilities to support the combat missions.
The work to be performed will provide for Design-Build construction of a Helicopter Parking Apron in order for a fully functional facility for the operations of the Helicopters in and out of Mari Naval Base, Cyprus.

This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."A determination by the Government not to compete this effort is solely within the discretion of the Government. The Government will not return any information submitted, nor will the Government compensate any company who responds to this notice.

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
